Implications of Bangladesh
Summarizing the overall context of the country, we can find major features which shows the labour
market to draw the implications.
∙
Recently, due to the MOELR‘s organizational restructuring, simplifying the procedure of unemployment
allowances, new opportunities to get some temporary and permanent jobs, it is resulted in increasing usag
e of PES. MOELR provides PES including help for the unemployed, training/retraining, etc.
∙
Even though there is no official integrated employment vision or strategy applicable to numerous sectors,
the government focuses on the job creation.
∙
In institutional aspect, the country has relatively arranged well. Nevertheless, the efficiency and effectiven
ess of each organization or policy have not been assessed/monitored whether it functions properly as it is i
ntended or not.

In labor supply side, population in Uzbekistan increases about 1.7 to 1.9% per year. And population is mo
stly young as the share of the group aged under 34 was 63.6% in 2020.
∙
The working age population steadily increases and it is expected that annually 500 thousand persons to en
ter the labor force until 2030. It results in the importance of job generation and PES to allow them enter th
e labor market successfully.

Only 75% of labour resources are economically active. In 2019, the unemployment rate was 9%. The pace
of job creation does not keep up with the population growth rate, which is called as jobless growth.

Lack of in-country jobs has resulted in labor migration outside of Uzbekistan. A lots of labor migrants wa
s officially exported as 2.38 million persons (12.7% of total work force).
∙
Further, the share of informal jobs is 5.4 million persons (59.3% of total employment). Informal employm
ent share is relatively high in construction, trade and catering, transportation and storage. The high inform
ality makes difficult to understand the labor market accurately, resulted in the malfunction of employment
policy including PES and PREA.

In labor demand side, the biggest employer sectors are primarily agriculture and services. From 2005 emp
loyment in primary sectors have been reduced, with services and industry sectors have been increasing wit
h newly created jobs.
It is estimated that the number of companies have problems with hiring qualified personnel. About 45% of
personnel do not meet the requirements. It indicates the national effort is required to build and improve the
skills.
