Explanation for allocation of grant per participating institution
On what basis do you intend to distribute the SOCRATES grant among the participating institutions?
On the basis of our past experience, we intend to continue allow partner Institutions to choose between two systems: to opt for reimbursement or for receiving a sum which approximates the amount they will need to carry out the agreed activities. The choice is made by the partner and depends on which is more convenient and practical according to the accounting systems of each institution. In the first case original receipts, bills, tickets etc. are presented for reimbursement to the University of Pisa to the sum agreed upon; in the other the partner institution is responsible for accounting for the sum (or giving back any unused portion), presenting the certified copies of the documentation with the declaration that they are true copies of the originals and that they will be kept for five years.
The agreed expenses are those necessary (according naturally to rules, using economical means of transport, limits on daily expenditure etc.) for one person – normally the Coordinator, but when necessary a Deputy – from each partner institution to attend the plenary working meetings. Furthermore one extra day subsistence is paid for Task Force members and Coordinating Committee members on occasion of the Plenary meetings, so that they can hold their special meetings on the previous day. The Coordinating Committee has a halfway point meeting which is of course reimbursed. In the first three years of operation, the partner institutions responsible for organising National CLIOHnet meetings have received 3000€ to permit them to organise and hold the meeting, to produce a directory of all historians in the country, and so forth. This is accounted for to the University of Pisa according to the rules. During the dissemination year, all countries will hold a National Meeting. The smaller countries will receive less that 3000€ since their requirements will be more limited. The main contribution to co-financing made by the partner institutions is through the work time of the Coordinators. Coordinators are not paid for their time. When national and plenary meetings are organised it is possible, according to the rules, to pay for some category 4 staff or graduate student help.
