Child Seat Requirements
Germany has relatively strict laws when it comes to child safety while driving. German law requires that any child up to 12 years of age who are less than 59 inches tall must ride in an approved car seat or booster. Any child under the age of three may not be in a moving vehicle without a suitable car seat and no rear facing infant seats are allowed in the front seat of a vehicle with airbags.
These laws also apply when riding in a taxi.

Driving With Your Dog
Dogs usually enjoy car rides. Germany has very strict laws when it comes to dogs, with about 10 laws for dogs for every one law for humans! German law requires that when traveling with your dog that they must wear a harness. You can buy a harness in Germany or pay less to have on shipped to you.

Emergency Auto Kit
German law requires that all automobiles have a portable red reflective triangle and a first aid kit (DIN number 13164) in their trunk. If a car is stopped for any reason, the triangle must be placed 200 meters behind it if on the autobahn and 100 meters behind it on all other roads. The car's emergency flashers should also be turned on. Also required are reflective vests, there should be enough for each person riding in the car.

Specific Tires for Germany
Most German motorists have long known the old rule of thumb for putting snow tires on the car: “von O bis O.” The term “from O to O” is short for “from October to Easter” (von Oktober bis Ostern). It is a recommendation that one should make the change from regular tires to snow tires in October, and leave them on until Easter.
The new German law does not set any time limits, but it does clearly state that under icy conditions (bei Glatteis, Schneeglätte, Schneematsch, Eis- und Reifglätte) you must not drive without snow tires on your vehicle. So, since it’s difficult to predict the weather, for all practical purposes, the old “von O bis O” rule still applies. (In Austria, winter tires are mandatory from November 1 to April 15.)
The new law also spells out what a “winter tire” is. Specifically, it is an M+S-Reifen, a mud-and-snow tire that has an official M+S (Matsch und Schnee) marking on it. (M+S tires do not have to be “winter” tires. All-year or all-weather M+S tires also qualify.) The German automobile club ADAC recommends going a step further and getting tires with the “three-peak-mountain” seal, an indication of snow tires that meet the highest standards.
ADAC also makes another recommendation that goes beyond the minimum requirements of the law. While theStraßenverkehrsordnung (StVO) requires a minimum snow tire tread depth (Profiltiefe) of 1.6 mm, ADAC ups that to 4.0 mm.

The Kaiserslautern Military Community (KMC) has more than 7,00 school age children The Department of Defense (DoD) has established 11 schools in the KMC to meet the educational needs of children grades kindergarten through 12. The school your child attends will be determined by home address. Exceptions to zoning policies will be made for bona fida, exceptional and extraordinary circumstances only. It is important for parents to understand that if an exception to school zone is approved, school bus transportation will not be provided outside of designated school zones.

Value-Added Tax (VAT) Relief Program In Germany
US Forces Value-Added Tax (VAT) Relief Support program provides service to individual
members of the US Forces. The program is authorized by the German government as a
privilege to US Forces personnel. The intent and purpose of the program is to support eligible Soldiers and civilians for their personal purchases of materials and/or services that are for their own personal use. The program permits US Forces members to make common purchases, for things such
as groceries, clothing, furniture, light fixtures, electronics, car repairs without paying the

Heating Oil
After you arrive, you may choose to live off post. You should be aware that the majority of the homes use oil as their heating source. As you go house hunting, be sure to check if the home you are looking at uses oil or not. Assess your needs. Check your tank specifications, including the size of the tank and the full capacity. You will need this to calculate how much oil you will need for your home. Usually, an oil tank can carry anywhere from a thousand liters to a thousand and a half liters. Next, visually assess how much oil you have left. Some heating oil tanks come with calibrations or gauges that will allow you to take accurate measurements of how much oil is left. Deduct this from the total oil capacity of the tank, and you will have the exact number of liters of heating oil that you need. Next, work on the paperwork for the heating oil. You will need to get the Value Added Tax (VAT) paperwork, which will allow you to purchase the oil without paying for the heating oil taxes from Germany. Voltages
The rental units in Germany have tremendously improved. Newer homes are much larger
with modern amenities, all have built in kitchens; additionally, single homes are more
common now than in previous years. The power supply is 220 volt and 50 cycles
opposed to 110 volts and 60 cycles. Unless your small appliances are dual voltage you
will need power transformers. Furnishings Management Office (FMO) will issue wardrobes, kitchen
storage cabinets, microwaves and major appliances (stove, refrigerator, clothes washer
and dryer). They will also provide a limited number of transformers. You may want to
purchase additional transformers from AAFES, Thrift Shops, or departing service
members through Ramstein Yard Sales.

Ration Cards-Cigarettes, Liquor, Gas and Coffee
Because of host nation tax laws, some items are rationed in the commissaries and Post Exchanges (PX), especially gas. Other rationed items in Europe include cigarettes, distilled liquor, and coffee. A ration card will be issued through the employee's organization. (Note: Family member employees are not entitled to receive ration cards through their employment. Their sponsor will obtain authorized ration cards for the family.) The Government ID card is needed to obtain the ration card.
The ration card and ID card must be presented when buying a rationed item. Separate ration cards are issued for each adult family with authorized privileges and should be more than adequate for his or her needs. DO NOT abuse the privilege. Using the ration card to purchase items for someone else without authorized privileges (except as a bona fide gift) is a violation of both military regulations and host nation tax laws. A result of abuse may include loss of privileges, fines and disciplinary action.
All Germany businesses and some base offices are closed on these days. Check the KA for updated office closures.

Quiet Hours
By German law, quiet hours are Monday to Saturday from 2200-0600 and all day on Sunday and German holidays. During quiet hours, there are to be no loud noises, to include stereos, lawn mowers, saws, etc., where it disturbs other residents. For particularly noisy machinery further time limits apply (0700 hours to 1300 hours and 1500 hours to 1900 hours). Remember that this is the law. Administrative Fines up to 500.00 Euro can be issued for violation of the German Noise Protection Regulation.
