Interests of world markets in a wide range of multirotors. One of the 
enterprises operating in the park is “ANAS Experimental-Industry” LLC established 
in 1974 on the basis of Ahmadli Experimental base of the Institute of Petrochemical 
Processes. The plant is the first and only experimental plant of this type in our country. 
As for “Science and Technology Park” LLC, it was established in 2016 by the 
decision of ANAS. The main purpose of its activities is the production, development or 
improvement of innovative products and high technologies. It also creates conditions for 
research, development and application of their results in industry and services. One of the 
projects developed by the company is “Multi-purpose multirotor - the process of 
production of unmanned aerial vehicles.” Multirotor - unmanned aerial vehicles are one 
of the most popular products in the world market today as its purpose is important, as well 
as urgent. These systems are invaluable in the world in such important areas, as search 
and rescue and urgent aid. Its use in mail delivery and various surveillance systems is also 
expanding. The purpose of the project is to organize the production of a new generation 
of unmanned aerial vehicles in Azerbaijan that meet world standards. IUAs can be used 
in many areas, from modern agricultural farms to search and rescue operations.

Investments in new technologies in the park mainly go to the private sector, and 
their volume is about 75-80 percent, and even more in some areas. However, in all 
cases, government agencies have played a key role in building national innovation 
systems. At the first stage, these works were carried out at the expense of state funds. 
The study of world experience shows that it is precisely as a result of the state's 
innovation policy that it is possible to build a competitive economy in the country. The 
main condition for this is the creation of new technologies, innovative processes, 
production sites through close cooperation between academic science and industry. 
The level of technological progress that underlies innovative development depends on 
the level of science, culture, health, as well as stable relations between social groups in 
the country. 
These indicators are directly related to the economic development of the country. 
The main indicator of the transition of the economy to the path of innovative 
development is that innovation is the need of the national economy, and not of 
individual entrepreneurs. The experience of developed countries also shows that 
innovation and the use of high technologies in the economy are very important. The 
main way to ensure high dynamics of the process is to organize research and 
development work based on a multidisciplinary approach and targeted innovative 
programs.
