1. Training of qualified specialists. It is not only about establishing a university, 
but also about teaching entrepreneurship at university education. Thus, there have 
always been economically oriented specialties in the society. The present time requires 
not only economic knowledge, but also preparation of specialists who meet the demand 
of the market: “This is not related to only the economic knowledge, but also to getting 
a wide range of basic information about the market by future entrepreneurs, marketers, 
economic theorists, and acquiring knowledge in psychology, study of languages, rules 
of behavior, ethnography and so on along with the economic knowledge, D. 
The economy of Azerbaijan, especially the non-oil sector has developed, and in 
this regard, there is a great need for training of specialists who meet the requirements 
in these areas. The training of specialists should also be aimed at solving problems after 
decades. We believe that this educational process should include a mechanism that

allows professionals to receive ongoing training and update their knowledge. A 
university graduate should not decide taking a leadership position in any field. He 
should constantly work on himself and receive new knowledge. Today more than 80 
percent of the population has a university degree in the Republic of Korea, one of the 
most developed countries in the world,
Today, higher education is more than taking a job position. This should mean taking 
your place in the labor market and growing as a required specialist. In our opinion, the 
model of an entrepreneurial university can also be very different: for example, we can 
conduct admission to universities not once, but twice a year, or offer a university model 
with different programs, which will lead to competition between universities for the best 
training. By allocating more hours for the practice of foreign language proficiency for 
released specialists, we can introduce the practice of studying at several universities by 
transferring students from one university to another during their bachelor's and master's 
studies. We can also apply the compulsory theoretical knowledge in the bachelor's study 
system to their internship at institutions of their profile. 
Deep economic reforms are underway in Azerbaijan, and the main goal of the 
reforms is to build a new innovative economic model. Naturally, creating an innovative 
ecosystem is also important for building an innovative economic model. However, it 
is clear that the creation of an innovative ecosystem is based on a university and 
educational model. From this point of view, the active role of universities in the 
creation of this innovative ecosystem, as well as the approval of new methods and tools 
of science and education in this direction is more effective [3, p. 30-48].
