Development Model Description of the national model 
American 
In 1996, the Telecommunications Act entered into force "to promote 
competition and reduce regulation in order to maintain low prices, high 
quality of service to American telecommunications consumers and 
encourage the rapid deployment of new telecommunications 
technologies." The law defines the conditions of competition in the field 
of local telephone networks; Repeals restrictions prohibiting cable 
companies from participating in telephone business, etc. 
The British model 
(1996) 
Companies providing services based on marketing research themselves 
determine the amounts to be covered by their tariff policy, as well as from 
budget revenues. The tasks of managing the industry are solved by the 
independent organization OFTEL The British model ensures that private 
business will join the general public financing, which leads to a joint 
public-private determination of tariffs. The British model made it possible 
to increase the number of users of Internet services by 4 times in two years, 
the number of users of satellite broadcasting - by 9 times, and mobile 
television systems - by 6 times. The British model in the design of tariff 
policies involves the interaction of the private and public sectors. 
The German model 
Four main companies initially coexisted on the market - Deutsche-Lekom, 
Bertelsmann, Burda and Computer (the European branch of the American 
company). In 1998, the "liberalization of Europe's telecommunications 
sector" was launched, with Germany taking the leading position in the field 
of liberalization of telecommunications, since as early as 1996 the 
privatization of Doi Chetelecom, which is now subject to strict regulatory 
control by the German regulatory authority, was launched. The German 
model can be presented as follows: the monopolist shares his economic 
powers with a number of other companies, and the concentration of one 
telecommunications operation in the hands of one company is instantly 
stopped by the state in order to liberalize the telecommunications market.
