3. Strategic roadmaps: the role of the investment climate in the knowledge 
economy. The business forum “Strategic roadmaps: the role of the investment climate 
in the knowledge economy”, which will be held at the suggestion of ANAS High 
Technology Park, can also be considered as an important project. The business forum 
will give a positive impetus to the development of a favorable investment climate for 
the formation of a knowledge economy as a result of cooperation between research 
institutions and the business world based on the Strategic Road Maps. The results of 
the forum, which will be attended by international and local experts, representatives of 
the private and public sectors, as well as investors, will play an important role in the 
development of intellectual capital and innovative entrepreneurship in the country. 
It should be noted that in recent years, international cooperation at ANAS has 
significantly expanded, relations with foreign academic institutions and international 
organizations have entered a new stage of development. As a result of the development 
of this cooperation, a number of bilateral agreements and memorandums were signed. 
This is especially important in terms of improving and coordinating relations between 
science and entrepreneurs. 
The State Program for the Development of Industry of Azerbaijan for 2015-2020, 
approved by the President of Azerbaijan on December 26, 2014, states that innovations 
play a special role in increasing the competitiveness of industry [5]. In this regard, it is 
important to support research and development in the private sector. This process is 
accompanied by the improvement of human resources and scientific support of the 
industry. Both types of factors enhance the ability of firms to learn and manufacture 
technology.
