2. Applying good models. The concept of “entrepreneurial university” is very
new for our country, and it will be very useful if it is applied as the innovation, showing
the need to change the traditional university model and the experience of the modern
world in Azerbaijan. This model has long been established in the world of science-
intensive, knowledge-based countries of the world and is one of the main factors
determining the competitiveness of universities. Our universities have only auditoria
and student canteens.

While recently our universities prefer to receive additional income only through the
development of paid education, this model is more modern both in terms of the form and
nature of their economic opportunities, but also creates opportunities for growth in
accordance with the name and essence of the university. While our universities have
recently preferred to earn extra income only by developing a paid education, this model
will allow them to increase their economic opportunities in a more modern,
contemporary way and be more in line with the name and essence of the university.
We see that these universities have more advantages than the principles of work
and the capabilities of universities in many scientific countries of the world. In those
countries, universities are a state within the state and have independent economic
opportunities. The more effective they are, the higher the provision is. Therefore,
everything is carefully measured. Not a penny can be wasted, because the university is
the property of students who study there and of every teacher. This is why everyone
works as a part of the system and contributes to the overall development. It seems that
the same mechanism has been created, as the bee colony works. Universities have
museums, technoparks, factories, technoports, and various production facilities. They
produce scientific products and everyone is paid according to their work. There are so
many differences between professors.
We believe that even if we are not partially ready for these processes, the transition
is important, and the development is impossible being separated from the world. That is,
you need to apply good models. There are many opportunities for teachers and students
to do business in universities, and there are many forms of this. Examples include
consulting services, selling new innovations, branding and selling educational products,
organizing and selling products based on various orders in technology parks, goods
produced with the participation of students (bachelors, masters and doctoral students) in
the course of educational and industrial activities of universities.
We believe that university leaders need to be more innovative. A university
without an education-science-business triangle has no future, and its diploma is
insufficient for the labor market. In our opinion, the material and technical base should

be formed in accordance with the profiles of universities. Our universities should have
invested funds from paid education and budget not in meaningless aesthetic beauty of
the building, stone and cement, but to the future. But it’s not late yet. Experts emphasize
the importance of developing innovation and entrepreneurship in cooperation with
industry and business, the importance of cooperation between higher education
institutions and the business world, and the importance of developing a culture of
innovation and entrepreneurship. That is, if reforms are carried out correctly in all
areas, the results will be positive.
In recent years, in world practice, special attention has been paid to cooperation
between science and business. Technoparks are set up in or near research institutes.
Thanks to the joint work of science and business in these technoparks, the product is
obtained and exported directly to consumers and to the international market.
After gaining the state independence, the research outcomes of scientists working
in the field of science are already bearing fruit, taking their place in the international
market as competitive brands. This is, first of all, one of the positive indicators of the
state policy for the development of Azerbaijani science. In particular, it can be said that
the National Academy of Sciences of Azerbaijan, which conducts thorough and long-
term research, today has a special weight in the formation of a competitive innovative
economy.
Hi-tech parks that combine science and business are an important area for both
intellectual learning and the industrial research. The ANAS High Technology Park,
created by the order of the President of Azerbaijan dated November 8, 2016, is also
one of the most important steps taken in this direction. The purpose of creating a space
where this science and industry meet is clear. We are talking about further increasing
state support for sustainable development of the economy and increasing its
competitiveness, expanding innovations and high technologies based on modern
achievements of science and technology. A technopark is also a production site that
creates conditions for scientific research and the creation of modern complexes for the
development of new technologies [4].

Simply put, this technopark is a complex creative base that allows several
industries to work on a scientific basis. The Hi-Tech Park of ANAS, which began its
activities in the direction of the formation of scientific and business cooperation,
organized start-up competitions in a short period of time. The park also has a voice in
forging partnerships with a number of local and international organizations to develop
an innovation ecosystem in Azerbaijan.
