Findings 
Media Financing 
The media market in Kazakhstan is divided into public media and private media. The 
public media is financed by the National Budget (NB). The private media exists primarily 
on advertising and subscription income. Unfortunately, the private media is in a difficult 
situation in terms of financing. It holds an unequal position compared to the public media 
because it hardly receives any support from the national budget. Public media receive 
massive infusions through state information orders (Media Sustainability Index, 2019). 
Kazakhstani government started providing government information tenders in 2008. 
Furthermore, since 2009, after the global economic and financial crisis, the State has 
become the leading advertiser on the media market in Kazakhstan [10]. Additionally, the 
private media needs to compete with the same well-financed public media for the 
advertising budgets of private business. TNS Central Asia 2017 concluded that the 
Kazakhstani advertising market amounted to approximately 40 billion tenges (106 million 
USD). However, the state information order alone was 53 billion tenges (141 million 
USD) for 2018 (Legal Media Center, 2019). Moreover, the top three recipients of these 
state information orders for 2018 according to the Legal Media Center were Kazakhstan 
JSC (19 billion tenges), Agency Khabar JSC (12.4 billion tenges) and TV and radio 
company "South Capital" (1.4 billion tenges). The three of them are state-owned. Media 
which receive state information order interfere with the development of private and 
independent media, taking away part of the advertising revenue from them. Mambetova 
(2016) confirms that the country's information market is highly dependent on state policy. 
The author assumes that if there are no qualitative changes in the publishing and 
journalistic environment, in the state information policy, then soon all the developments 
of the independent press in line with the freedom of the press will be unclaimed 
(Mambetova, 2016). Related to that is the quality of higher education in journalism.
