В данной статье рассматриваются сведения о роли электронных библиотек на систему образования, а также их преимущества по сравнению традиционными библиотеками. Кроме того, статья содержит в себе некоторые информации возможных спецификации информационных технологий будущего и их роль в развитии электронных библиотек.

ABSTRACT
In this article is given information about the roles of E-Libraries to the education system and their advantages comparing with traditional libraries. Besides, the paper includes technical information about probable specification of future IT and their role to the development of E-Libraries.

In condition of formation of the information society present day demands local access as well as remote access for the development qualitative education in many universities, institutes and schools. Despite of IT progress, today is still sensible that IT sphere has still its obstacles. These obstacles include itself different viruses and malwares which affect negatively to the education system. Understanding such kind of problems present day many specialists round the world work together in field of storing and spreading information in education level.
Today we could be evidence of cooperation different Institutions and Universities round the globe that develop the sphere of information and knowledge through creating information centers, libraries, archives and museums.
It is not secret traditional libraries were the most important core of any university in any state before, they were known as centers or cores of information, scientific research place or place of finding necessary source for students, teachers and scientific researchers. But in age of IT libraries changed radically. Present day traditional image of Libraries transformed radically because of development several of information services in web through using modern domestic and foreign IT technologies. New technologies as a demand of time facilitated to creation new types of information carriers: from magnetic tapes to USB (Universal serial bus) and HDD (Hard disk drive), and this development still continues. Evolution of IT in many cases contributed to development of information storing devices, and this progress is used for further spreading any kind of information without losing its quality.
Traditional core of storing and spreading information was printed editions of books, manuscripts and journals which were accessible in Libraries only before. But today advanced IT gave to many institutions and universities to keep their information in digitalized form, same time providing users with remote access and qualitative way to resolve problems in field of getting and reworking any kind of information. Today such kind of Libraries worldwide is known as “Electron Libraries” or shortly “E-Libraries”. Nowadays, new types of libraries have many advantages than traditional ones, for instance they could be mentioned below:
-E-Libraries provide with possibilities of getting any information in short time;
-E-Libraries gives possibilities in field of finding an old or rare information digitalized form in any time;
-E-version of data has no limit circulation;
-Everyone has possibilities to get any necessary information in globe level in case of if a computer has connection to the web.
Besides it is necessary to underline that technology, especially IT develops very fast. According to Moore’s law²⁴ every year microchips and its abilities would increase twice more than their predecessors. According to Journal known as the Joint Operation Environment which published in 2008 give some specification of IT for near the future. For Example:
-An iPod today can hold some 160 gigabytes of data, or 160,000 books. The iPod of 2020 could potentially hold some 16 terabytes of information – essentially the entire Library of Congress.
-By 2030 the computing capacity available to the average home will be a computer that runs at a rate of one million times faster than a computer today (2.5 petabytes vs. 2.5 gigabytes). A typical home computer would be capable of downloading the entirety of today’s Library of Congress (16 terabytes), in 128 seconds – just over two minutes’ time.
-The technical capacity of the telegraph in 1900, was some 2 bits per second across continental distances, meaning that same Library of Congress would have required a transmission time of 3,900 years²⁵.
So, according to this report we could make conclusion how E-Libraries could be advanced in future through development IT.
It is known that almost all institution round the world busy to create its individual E-Libraries which includes itself search system within. Creation of E-Libraries gathered itself various specialties, for instance: IT specialists, librarians, Museums and Archives workers and publishers. Present day, when we are thinking about library we’re meaning E-Library (Digital Library)²⁶ that has also several meanings. For example:
-E-Library is an information system;
-E-Library is an information system which meant for creation, searching and providing effective access to any kind of information;
-E-Library is an information system meant for remote and local working with e-resources through using global network;
-E-Library is an information system that unites its resources in a single structure.
So, shortly we understood what E-Library in nature is. In this case, it’s clear that any E-Libraries are connected with Information system. So, Information system in many cases is meant for an information structure which necessary for users. This (information) system ought to provide of fluxion of information processes which include itself: storing (saving), transfer and transformation of information.
Today all modern information systems become automated. Such kind of systems provides several conveniences between human (users) and machine (computers), but any way more role in this systems play computers. Automated information systems²⁷ include itself complex of software, technical-managing and linguistic tools that work as enquiry service for users. Besides, it also functions for gathering and reworking, storing and distributing various data (information) in different spheres of science or professions.
According to abovementioned functions of automated information systems (AIS), nowadays E-libraries have several types. They are:
-E-Library that connected to the Web environment;
-E-Library that supports metadata for the system and users;
-E-Library that includes itself various e-resources;
-E-Library that distributes information resources for users;
-E-Library that doesn’t share any information, but collect itself only as virtual collection;
-E-Library that integrated with information resources in different levels.
Present day E-Libraries give to users many opportunities in field of finding, reworking and distributing a large amount of information. It means that modern E-Libraries same time provide to users with multisearching, copying, viewing and analyzing possibilities in many cases of any documents, books or another e-sources, including creating its own e-documents or e-sources.
Main function of modern E-Libraries is integration to the information resources and its effective navigation. Under the integration of the information resources in many cases are directed to unify with various information within its original attributes, providing same time with possibilities of manipulation for users. Necessary to underline that manipulation with information resources are actually meant for provision users with unified information in virtual (digital) space. Modern E-Libraries according to open resources should have a function working with a heterogeneous data and systems through its accessing for users. Such kind of attributes is useful for users because during the searching any kind of interesting information it could take little time. Less time consuming is also one of the advantage part of E-Library during the working with a large amount of information. It is known that a good search system takes in this case an important place.
In the end of paper necessary to underline significant attributes of E-Libraries in modern time:
First, E-Libraries today resolve problems in field of shortage of circulations, physical spaces for keeping hard copies and storing books founds;
Second, in case of accident lose of any kind of necessary E-book, it is possible to restore it easily in case of E-Library;
Third, E-Library satisfies all requires of users in any time and place, but users should have a connection to the NET;
Fourth, E-Libraries can open new opportunities for users in field of information service; it is also useful for users who have physical disabilities;
Fifth, E-Libraries provide with quick access to any kind of information, in many cases they are only way to find necessary document.
