RESOLUTIONS OF THE WEST LONG BRANCH BOARD OF EDUCATION

Workshop Meeting Minutes – Media Center 6:00 p.m.

Tuesday, November 15, 2016
Mr. Kramer called the meeting to order at 6:00 p.m.
The Pledge of Allegiance was led by Mr. Kramer.

"In accordance with the provisions of the Open Public Meetings Act, the West Long Branch Board of Education has issued notice of this meeting to be publicized by having the date, time and location of the meeting posted at Betty McElmon Elementary, Frank Antonides School and the West Long Branch Public Library and mailed to the Asbury Park Press and The Link, which have been designated as the Board's official newspapers. Notice was also filed with the Borough Clerk and sent to those persons requesting that such notice be mailed to them."

STATEMENT TO THE PUBLIC

Often times it may appear to members of our audience that the Board of Education takes action with very little comment and in many cases a unanimous vote. Before a matter is placed on the agenda at a public meeting, the administration has thoroughly reviewed the matter with the Superintendent of Schools. If the Superintendent of Schools is satisfied that the matter is ready to be presented to the Board of Education, only then, is it placed on the agenda for action at a public meeting. In rare instances, matters are presented to the Board of Education for discussion at the same meeting that final action may be taken.

BUILDING AND GROUNDS RESOLUTIONS 1-5

The West Long Branch Board of Education by means of a Consent Resolution accept various resolutions of a routine and non-controversial nature at one time; and



Whereas, the below listed resolutions are hereby accepted by the said Board of Education in whole as if the same were individually acted upon.


  1. Recommend to approve, upon the recommendation of the Superintendent, use of the West Long Branch School’s Cafeteria by the 8th Grade Class of 2018, for distribution of poinsettias, on December 9, 2016 from 4:00 pm to 6:00 pm.




  1. Recommend to approve, upon the recommendation of the Superintendent, use of the West Long Branch School’s Media Center by the WLB PTA, for the Little Shoppers Holiday Shop, from December 5, 2016 through December 9, 2016 from 8:30 am to 3:00 pm.




  1. Recommend to approve, upon the recommendation of the Superintendent, use of the West Long Branch School’s Cafeteria by the WLB PTA, for the Mother-Son Sweetheart Dance, on February 3, 2017 from 6:00 pm to 9:00 pm.




  1. Recommend to approve, upon the recommendation of the Superintendent, use of the West Long Branch School’s Cafeteria by the WLB PTA, for the Father-Daughter Sweetheart Dance, on February 10, 2017 from 6:00 pm to 9:00 pm.




  1. Recommend to approve, upon the recommendation of the Superintendent, use of the West Long Branch School’s Cafeteria by the WLB PTA/Student Council, for a 7th & 8th Grade Dance, on December 9, 2016 from 6:00 pm to 9:30 pm.

4. Recommend to approve, upon the recommendation of the Superintendent, the West Long Branch School District’s Administration’s membership in the Monmouth University Principal’s Academy for the 2016-2017 school year at a cost of $350.00 for four sessions, which includes 3 seats.
5. Recommend to approve, upon the recommendation of the Superintendent, for SID #6561767861 to attend the Camp Excel Saturday program as per the IEP for 12 sessions, effective November 5, 2016 through March 11, 2017 at $105.00 per session for a total of $1,260.00.
6. Recommend to approve, upon the recommendation of the Superintendent, for Student ID #5429711613 to attend an additional session at Small Factory Productions, Fair Haven at $62.50/session per IEP effective December 1, 2016 until further notice. Transportation for SID #5429111613 to be provided by ______________ 2x per week at a TBD rate effective December 1, 2016 and continuing until further notice.
FINANCE RESOLUTIONS 1-4

The West Long Branch Board of Education by means of a Consent Resolution accept various resolutions of a routine and non-controversial nature at one time; and



Whereas, the below listed resolutions are hereby accepted by the said Board of Education in whole as if the same were individually acted upon.


  1. BE IT RESOLVED, that the financial reports of the Secretary to the Board of Education and the Report of the Treasurer of School Monies dated October 31, 2016 which are in agreement, be accepted and submitted and attached to and made part of the minutes of this meeting, and


BE IT FURTHER RESOLVED, that the Bills and Claims List for October 2016 & November 2016 be approved and

BE IT FURTHER RESOLVED, that pursuant to NJAC 6A:23A-16.10(c)4 that after a review of the secretary’s monthly financial report and upon consultation with the appropriate district officials, to the best of our knowledge, no major account or fund has been over expended and that sufficient funds are available to meet the District’s financial obligations for the remainder of the fiscal year.
2. BE IT RESOLVED, that the Board approve the following Transfer of Funds for

October 2016:

BE IT RESOLVED that the West Long Branch Board of Education authorize the Board Secretary to execute a lease agreement with Municipal Capital Corporation as of October 24, 2016 through State Contract # A 40467 (Ricohs Americas Corporation through Atlantic, Tomorrow Office) to replace two copiers at a cost of $998.41 for 60 months.

 

4. BE IT RESOLVED that the Business Administrator be authorized to process invoices for December with Board ratification at the January meeting.


PERSONNEL RESOLUTIONS 1-13

The West Long Branch Board of Education by means of a Consent Resolution accept various resolutions of a routine and non-controversial nature at one time; and
Whereas, the below listed resolutions are hereby accepted by the said Board of Education in whole as if the same were individually acted upon.

1. Recommend to amend, upon the recommendation of the Superintendent, the extension of the unpaid maternity leave of employee #4120, effective November 21, 2016 through December 14, 2016.




  1. Recommend to amend, upon the recommendation of the Superintendent, the extension of employment of Nicole Kapsaskis, November 21, 2016 through December 19, 2016.




  1. Recommend to approve, upon the recommendation of the Superintendent, a paid family leave for employee #4141 for the period from January 3, 2016 through March 7, 2017 in accordance with Article XII, Paragraph F, of the collective negotiations agreement between the Board and the West Long Branch Education Association. Employee #4141

will utilize accumulated sick days.


  1. Recommend to approve, upon the recommendation of the Superintendent, the resignation of Stephanie Violi, effective December 22, 2016 or earlier, with regrets.




  1. Recommend to approve, upon the recommendation of the Superintendent, the employment of the following Substitute Teachers for the 2016-2017 school year at $85.00 per diem pending review of Criminal History and other applicable documents:

  1. Recommend to approve, upon the recommendation of the Superintendent, a paid medical leave for employee #4003 for the period from October 4, 2016 through November 22, 2016. Employee #4003 will utilize accumulated sick days.




  1. Recommend to retroactively approve, upon the recommendation of the Superintendent, the employment of Aziza Ahmed, as Physical Education Long Term Leave Replacement Teacher for employee #4003, at $150.00 per diem effective October 27, 2016.




  1. Recommend to approve, upon the recommendation of the Superintendent, a transfer of current employment status of Lynn Rosamilia, to full time Preschool Instructional Aide effective November 28, 2016 through June 30, 2017.

Brief Description of What Was Drilled

1. Evacuation Drill. Jim Erhardt announced. Jim Erhardt, Mike Fiorillo, Kevin Pierson, and Chris Dale ran the drill. All students exited onto the fields in the rear of the school. No Police members were involved in the drill.

2. Fire Drill. The West Long Branch Fire Department ran the drill, as part of Fire Prevention Week. All students and staff exited through the fire drill exits and walked to the fields in the rear of the school.
