Mr. Kramer called the meeting to order at 6:03 p.m.
The Pledge of Allegiance was led by Mr. Kramer.
"In accordance with the provisions of the Open Public Meetings Act, the West Long Branch Board of Education has issued notice of this meeting to be publicized by having the date, time and location of the meeting posted at Betty McElmon Elementary, Frank Antonides School and the West Long Branch Public Library and mailed to the Asbury Park Press and The Link, which have been designated as the Board's official newspapers. Notice was also filed with the Borough Clerk and sent to those persons requesting that such notice be mailed to them."

STATEMENT TO THE PUBLIC
Often times it may appear to members of our audience that the Board of Education takes action with very little comment and in many cases a unanimous vote. Before a matter is placed on the agenda at a public meeting, the administration has thoroughly reviewed the matter with the Superintendent of Schools. If the Superintendent of Schools is satisfied that the matter is ready to be presented to the Board of Education, only then, is it placed on the agenda for action at a public meeting. In rare instances, matters are presented to the Board of Education for discussion at the same meeting that final action may be taken.

BUILDING AND GROUNDS RESOLUTION 1
The West Long Branch Board of Education by means of a Consent Resolution accept various resolutions of a routine and non-controversial nature at one time; and
Whereas, the below listed resolutions are hereby accepted by the said Board of Education in whole as if the same were individually acted upon.

Recommend to approve, upon the recommendation of the Superintendent, use of the Ferris Antoon Gymnasium for the S.I.T.E. competition on Wednesday, March 1, 2016 from 4:00 p.m. to 9:00 p.m.
Mrs. Cavanaugh asked if the FAS gymnasium was allowable for the competition due to the construction and Mr. Farrell said they were considering moving it to the BME gymnasium but the competition would be held on this date and time.
Mr. Kramer asked if there would be an inspection of the school prior to students coming back from winter break and if there were any major referendum projects happening over the break. Mr. Farrell said yes they would do an inspection and that he wasn’t aware of anything major but would email Brian confirmation.

The West Long Branch Board of Education by means of a Consent Resolution accept various resolutions of a routine and non-controversial nature at one time; and
Whereas, the below listed resolutions are hereby accepted by the said Board of Education in whole as if the same were individually acted upon.

BE IT RESOLVED, that the financial reports of the Secretary to the Board of Education and the Report of the Treasurer of School Monies dated November 30, 2016 which are in agreement, be accepted and submitted and attached to and made part of the minutes of this meeting, and
BE IT FURTHER RESOLVED, that the Bills and Claims List for November 2016 & December 2016 be approved and

BE IT FURTHER RESOLVED, that pursuant to NJAC 6A:23A-16.10(c)4 that after a review of the secretary’s monthly financial report and upon consultation with the appropriate district officials, to the best of our knowledge, no major account or fund has been over expended and that sufficient funds are available to meet the District’s financial obligations for the remainder of the fiscal year.
2. BE IT RESOLVED, that the Board approve the following Transfer of Funds for
November 2016:
Mr. Kramer questioned the security transfer and Mrs. Anderson explained it was for Sonitrol upgrading the electronic door system.
Mr. Kramer said that he and Dr. Christopher would be making an appointment to go over the December bills list.
Mr. Kramer questioned if the Geese Patrol service was worth the money the district spends specifically in the winter months.
Tom discussed the special audit report board members received at the meeting and that there is a new contract between Aramark and Shore Regional and that we will be entering into a contract with Shore for that service.
PERSONNEL RESOLUTIONS 1-7

Recommend to approve, upon the recommendation of the Superintendent, the tuition reimbursement of $1,995.00 for Julie Lang for the completion of a college course,
per contract.

Recommend to approve upon, the recommendation of the Superintendent, AnnaMarie Ciavattoni, Monmouth University student, as a volunteer tutor for 6th Grade math on Mondays from Monday, January 23, 2017 to Monday, May 22, 2017 pending review of Criminal History and other applicable documents

Recommend to approve upon, the recommendation of the Superintendent, George Keseday as a volunteer coach for the Girls’ 2017 softball team.

Recommend to retroactively approve, upon the recommendation of the Superintendent, the employment of Shannon Scott, as 5th Grade Special Education Teacher, at the salary of $48,535 – BA Step B, pro-rated, on the Teacher’s Salary Guide effective December 12, 2016 through June 22, 2017. Ms. Scott possesses a Standard NJ Certificate as an Elementary School Teacher Grades K-6 and a Standard NJ Certificate as a Teacher of Students with Disabilities.

Recommend to approve, upon the recommendation of the Superintendent, the hiring of Michele Milbrodt, as a full time Personal Aide for Student ID# 2159149172 as per IEP, at the annual salary of $19,600, pro-rated effective Wednesday, December 14, 2016 through June 30, 2017. Ms. Milbrodt has a Master of Science degree.

Recommend to approve retroactively, upon the recommendation of the Superintendent, the employment of Sandra Gardner, as AT/Robotics Teacher for James Straley, at $150.00 per diem rate for the first 20 days and thereafter at the salary of $48,000 – BA Step A, pro-rated, on the Teacher’s Salary Guide effective January 3, 2017 to on or about March 10, 2017, which includes 3 transition days. Ms. Gardner possesses a Standard NJ Certificate as an Elementary School Teacher.
Ms. Arvanitis asked Mr. Farrell to explain resolution 4 and he shared that Ms. Violi resigned and they are hiring Ms. Scott who currently is a long term leave substitute but now will replace Ms. Violi and the district will hire another Long Term replacement teacher for the remainder of the year who has a certificate in mathematics.

Brief Description of What Was Drilled
|
1. Fire Drill. Main lobby pull station was used. Most of the students and staff exited through the rear fire drill exits and walked to the fields in the rear of the school. The additional students and staff located on the front side of BME exited through the main entrance doors of BME.

Ms. Hegglin commented that the absences seem high for this early in the school year and asked if it was long term illnesses or many kids on short term illnesses. Mr. Farrell said that BME is actually better than it’s been in the past and that FAS is lower than it usually is.
DISCUSSION ITEMS:

Ms. Hegglin asked about the bus payment schedule and terms and Ms. Anderson confirmed it will be paid over four years. Mr. Farrell said that both districts will be approving the schedule in January.

Ms. Cistaro asked if coding has been implemented yet and Mr. Farrell confirmed it had been implemented in FAS but not BME yet. Ms. Cistaro suggested implementing is during media in the lower grades.

Ms. Arvanitis inquired about the plans regarding the reading garden and playground area reconfigurations due to the referendum. Mr. Farrell said we would have Mr. Oliviera and Mr. Papalardo at the February Workshop meeting to discuss.

Mr. Farrell told the Board members he met with the two new Board members that begin their term in January.

Mr. Farrell reminded Board members that the reorganization meeting will be January 3, 2017 at 6pm and he wished everyone Happy Holidays.

In compliance with the “Sunshine Law” N.J.S.A. 10:4-6, et seq., the Board of Education must go into closed session in order to discuss subjects exempted from the public portion of our meeting.
