RESOLUTIONS OF THE WEST LONG BRANCH BOARD OF EDUCATION
Regular Public Meeting Minutes – Media Center 7:00 p.m.
Tuesday, January 24, 2017
VISION:
Our vision for the West Long Branch Public School District is to produce socially responsible students who are lifelong learners equipped with the necessary skills to succeed at the next level of secondary education.
MISSION:
Our mission for the West Long Branch Public School District is to put students first! In collaboration with all stakeholders, we will provide a safe and secure learning environment free from bias, increased academic rigor, cutting edge technology, and state-of-the-art facilities.
DISTRICT GOALS:
1. To improve in Math (MAT) in grades 3-8, as evidenced by a 75% composite score of MAT SGO’s.
2. Create and implement standards-based report card system for grades 3-4 in the 2016-2017 school year, that has been communicated to parents and staff.
3. To promote, train, and implement the use of Differentiated Instruction strategies in the classroom on a consistent basis. (year 2)
4. To utilize instructional technology both instructionally as a tool to enhance student engagement and learning outcomes, as well as diagnostically track student performance
Mr. Kramer called the meeting to order at 7:00 p.m.
"In accordance with the provisions of the Open Public Meetings Act, the West Long Branch Board of Education has issued notice of this meeting to be publicized by having the date, time and location of the meeting posted at Betty McElmon Elementary, Frank Antonides School and the West Long Branch Public Library and mailed to the Asbury Park Press and The Link, which have been designated as the Board's official newspapers. Notice was also filed with the Borough Clerk and sent to those persons requesting that such notice be mailed to them."

STATEMENT TO THE PUBLIC
Often times it may appear to members of our audience that the Board of Education takes action with very little comment and in many cases a unanimous vote. Before a matter is placed on the agenda at a public meeting, the administration has thoroughly reviewed the matter with the Superintendent of Schools. If the Superintendent of Schools is satisfied that the matter is ready to be presented to the Board of Education, only then, is it placed on the agenda for action at a public meeting. In rare instances, matters are presented to the Board of Education for discussion at the same meeting that final action may be taken.

Motion offered by Mrs. McLaughlin and seconded by Dr. Christopher was approved by a roll call vote of 6/0.
APPROVAL OF ORGANIZATION CHART
BE IT RESOLVED, that the District’s Organization Chart be approved as per the attached.
Motion offered by Dr. Christopher and seconded by Mrs. Cistaro was approved by a roll call vote of 6/0.
ISSUANCE OF HAND CHECKS
BE IT RESOLVED, that the Board authorize the Business Administrator to issue hand checks to be ratified at the next Board of Education meeting in accordance with Board policy #3326.
Motion offered by Dr. Christopher and seconded by Mrs. McLaughlin was approved by a roll call vote of 6/0.
BUILDING AND GROUNDS RESOLUTIONS 1-3
The West Long Branch Board of Education by means of a Consent Resolution accept various resolutions of a routine and non-controversial nature at one time; and
Whereas, the below listed resolutions are hereby accepted by the said Board of Education in whole as if the same were individually acted upon.

Recommend to approve, upon the recommendation of the Superintendent, use of the BME Gymnasium for the S.I.T.E. competition on March 15, 2017 from 4:00 p.m. to 9:00 p.m. and March 16, 2017 from 8:00 a.m. to 4:00 p.m.

Recommend to approve, upon the recommendation of the Superintendent, use of the District Fields by the West Long Branch PTA, for Fitness for Fun Day May 25, 2017 from 8:00 a.m. to 2:00 p.m., with a rain date of May 30, 2017.

Recommend to approve, upon the recommendation of the Superintendent, use of the District Media Center by the WLB PTA for the PTA Book Fair from February 24, 2017 through March 3, 2017 from 8:00 a.m. to 3:00 p.m. and on February 28, 2017 & March 1, 2017 extended hours from 5:30 p.m. to 7:30 p.m., with a set-up February 24, 2017 at 3:00 p.m.
Motion #1 offered by Mrs. McLaughlin and seconded by Mrs. Skellinger was approved by a roll call vote of 6/0.
Motions 2 & 3 offered by Mrs. McLaughlin and seconded by Mrs. Skellinger was approved by a roll call vote of 5/0/1 with Mr. Kramer abstaining.

3. Recommend to approve, upon recommendation of the Superintendent, the filing of an amendment for the IDEA FY 17 Basic Grant as follows:

4. BE IT RESOLVED that the West Long Branch Board of Education authorize the Board Secretary to execute a lease agreement with Municipal Capital Corporation as of January 6, 2017 through State Contract #A40467 (Ricohs Americas Corporation through Atlantic, Tomorrow’s Office) to replace 2 digital duplicators at a cost of $349.16 per month for 60 months.
5. WHEREAS, N.J.A.C. 6A:23A-5.3 provides that a school district may request a waiver of compliance with respect to the district’s participation in the Special Education Medicaid Initiative (SEMI) Program for the 2017-2018 school year, and
WHEREAS, the West Long Branch Board of Education desires to apply for this waiver due to the fact that it projects having fewer than 40 Medicaid eligible classified students for the 2017-18 budget year.
NOW, THEREFORE BE IT RESOLVED, that the West Long Branch Board of Education hereby authorizes the Chief School Administrator to submit to the Executive County Superintendent of Schools in the County of Monmouth an appropriate waiver of the requirements of N.J.A.C. 6A23A-5.3 for the 2017-18 school year.

Employee #4249 unpaid leave shall commence on March 27, 2017 following the date employee #4249 has exhausted 15 paid sick leave days, and 3 personal days.

Recommend to approve, upon the recommendation of the Superintendent, the employment of Leigh Taylor Steinberg, as 3rd Grade Inclusion Replacement Teacher for Kim Rallo, at $150.00 per diem rate for the first 20 days and thereafter at the salary of $48,000 – BA Step A, pro-rated, on the Teacher’s Salary Guide effective January 25, 2017 through June 22, 2017, pending review of Criminal History and other applicable documents. Ms. Steinberg possesses a Standard NJ Certificate as a Teacher of Pre-school – Grade 3 and a Standard NJ Certificate as a Teacher of Students with Disabilities.

Recommend to approve, upon the recommendation of the Superintendent, the salary adjustment for Justin Clymer, from BA Step C - $49,285.00 to MA Step C - $54,00.00. February 1, 2017.

Brief Description of What Was Drilled
|
1. Fire Drill. Main lobby pull station was used. Most of the students and staff exited through the rear fire drill exits and walked to the fields in the rear of the school. The additional students and staff located on the front side of BME exited through the main entrance doors of BME.
