Requirements

Competence in language areas	Graphics and orthography
Can produce clearly intelligible continuous writing which follows standard layout and paragraphing conventions; spelling and punctuation are reasonably accurate but may show signs of mother tongue influence.
Phonetic side of speech	Have acquired a clear, natural, pronunciation and intonation.
Lexical side of speech	Possess sufficient vocabulary enabling to describe something, express viewpoint on general matters without much obvious searching for expressions; can vary formulation to avoid frequent repetition, but word choice does occur without hindering communication.
