Present globalization is appearing not only as the information age, but also as a
period that changes the human factor. Particularly a new approach is showing its power
in the theory of education and upbringing of young people - opportunities and reforms.
In other words, it has become difficult to imagine the process of educating of young
people without information communication technologies.
In particular, the lack of

using media education in the process of teaching student in higher education that is
assessed as boring, incomprehensible and ineffective.
It is true to say that this type of education has been used in European educational
processes for more than a hundred years.
However, it is still difficult for us to replace
“traditional education” with modern education. For example, the Decree of the
President of Uzbekistan in October 8,2019 (No. PF-5847) "New concept of the higher
education system until 2030" is adopted. It has been almost three years since the decree
set Samarkand State University to be included in the list of the top 500 higher education
institutions by 2030 in the ranking of internationally recognized organizations
(Quacquarelli Symonds World University Rankings, Times Nigher Education or
Academic Ranking of World Universities). Unfortunately, almost 95% of classes at
Samarkand State University are still conducted in the traditional way. The professors’
teaching methods of Samarkand State University were used in the Middle Ages at the
world’s top 1,000 universities which recognized by international organizations. This
begs the question: there are about 8 years becoming 2030. When will SamSU fulfill the
parameters that allow access to the list of higher education institutions for 500 places?
From the above considerations, it can be concluded that we will not be able to
achieve the dream of becoming one of the world's top 1,000 universities recognized by
international organizations unless we make it a habit to actively use modern
pedagogical technologies in our pedagogical activities.
Our state is creating all conditions for our universities to be included in the list
of the world's top 1000 universities recognized by international organizations. For
example, the government has created the following opportunities for our universities to
meet the evaluation criteria based on international rankings:
− developed the concept of "University 3.0", which provides an integral link
between the activities of education, science, innovation and commercialization of
research results;
− Technoparks, foresight, technology transfer, startups, accelerators are being
established in higher education institutions at the expense of attracting foreign
investment, expanding the range of paid services and other extra-budgetary funds;
− Conditions are being made for professors, researchers, doctoral students,
undergraduate and graduate students of higher education institutions to publish their
articles in prestigious international scientific journals that have got high impact factors.
On the basis of the Resolution the Cabinet Ministers of the Republic of Uzbekistan

dated December 24, 2019 (No. 1030) that pay up to 15 percent of the salary for each
article published in the journals of indexed databases of Scopus or Web of Science.
Unless higher education would not use to change its digital pedagogical
education system through the modern information technology, great goals will remain
as a ‘unreal dreams’.
Our proposal is to further accelerate the activation of the media education system
through modern information technologies in the educational process. Because through
media education it is possible to develop the following components that provide
practical assistance of students for learning:
First of all, conducting lessons through media education leads to the artistic and
aesthetic growth of the student, the development of emotional, comparative, logical
thinking. According to pedagogical scholars, media education is a modern method of
education that provides students with lessons, knowledge, information that is fast,
understandable and memorable. It is a fact that has been proven in the course of
experiments that the student is more affected by the teacher’s explanation than by the
oral presentation using visual aids.
As an information: media comes from Latin media, medium - medium, means
mediator, means environment and traditional (print, radio, audio, cinema, television)
and modern media (video, mobile phones, CD, DVD, computer, internet) includes[1,

The United Kingdom, the United States, Canada, Australia, and France, special
attention has been paid to media education since the 1960s. As media education is a
modern pedagogical direction that helps students to enter the world of media culture,
learn the language of media, analysis of media texts, there are several major media
education centers in the United States today, media education is even included in US
educational standards[4].
The organization of media education is manifested in the method of media
pedagogy, in which the media is used as a means of information: Internet information,
television, radio, film, video, audio materials.
Second, media education allows young people to develop critical thinking and
become active citizens by comparing different sources of information. For example, by
mastering media education, a person:
− analysis, critical thinking and creation of media texts;
− identify the sources of media texts, their political, social, commercial or
cultural interests in the context;

− interpretation of media texts disseminated by the media and their significance;
− choose other media texts that are suitable for creating your own media and find
an audience interested in it;
− skills such as gaining access to the media[3, 273-274-б] are formed.
Third, media education is not only the main mediator formation of the culture,
the use of media information in the individual, but also provides an opportunity to
manage public opinion. According to German scholars, that is an important
information in the media space is to have power. Separating the necessary information
from the unnecessary means having more power. Distributing or retaining the necessary
information based on one's position means having double authority[2].
In conclusion, the following comments can be made:
Media education is a serious and an important aspect of the social structure of a
democratic society.
The central concept of media education is representation, in which the media
does not deny reality, but expresses it through letters and symbols. Without this
principle, there can be no media education.
The goal of media education is not only to shape critical thinking, but also to
create critical independence.
Media education is relevant and relevant today. It embodies the phrase "now and
now" in a broad ideological and historical context.
