implementation of occupational safety standards.

Inspects (or participates in the inspection) of buildings, structures, 
equipment in cooperation with the relevant services of the enterprise and with the 
participation of trade union activists, checks the effectiveness of ventilation systems, 
sanitary facilities and sanitary living rooms. 
7.
Controls the timely ordering of special clothing, special equipment and 
other personal protective equipment, as well as materials and equipment necessary 
for the implementation of occupational safety measures. 
8.
Participates in the acceptance of production facilities, equipment and 
machinery after reconstruction, checks compliance with the requirements to ensure 
healthy working conditions. 
9.
Conducts introductory instruction and provides other personnel 
protective equipment, as well as materials and equipment necessary for the 
implementation of existing regulations and assistance in organizing the training of 
workers on occupational safety issues. 
10.
Participates in the attestation commission and the commission to check 
the knowledge of specialists on safety rules and norms of labor protection. 
Financing of life safety 
Intensive use of natural resources and pollution of the environment, the 
widespread introduction of scientific and technological innovations in all spheres of 
public production, the formation of market relations of various natural (floods, 
landslides, wildfires, earthquakes, etc.), biological (epidemics, epizootics), man-made 
(fires, explosions, building collapses, radioactive fallout, accidents in life support 
systems), ecological (abnormal air pollution, soil salinization, land degradation), 
anthropogenic (humans due to error work) and others. 
They lead to severe economic consequences (in industry, construction, transport, 
housing and communal services, agriculture). This, in turn, requires not only the 
development and implementation of effective measures to protect people from 
danger, but also a certain amount of money to ensure the safety of life and work. 
The progress made in production during the revolution of science and 
technology has always been and still is observed by increasing the level of harmful 
hazards that negatively affect the safety of life in the production environment. 
There are many large manufacturing enterprises in the country. Some of them 
are potential threats to the environment and the population. This also shows that the

low level of control and discipline of technology in some enterprises has a negative 
impact on production performance. As a result, there will be problems in attracting 
investment to these enterprises, modernization of means of production, and the 
economic situation will worsen. All these shortcomings lead to the fact that the 
working conditions of workers do not improve, and the production environment, 
which endangers their lives, does not change for the better. This increases the number 
of occupational injuries and diseases among workers. 
The presence of shortcomings noted in manufacturing enterprises leads to 
accidents in them. This is due to the low professional skills of workers. According to 
static data, more than 50 % of industrial accidents are caused by the wrong actions of 
technical staff. 
Eliminating the consequences of these accidents will cause great damage to the 
enterprise and the state economy. For example, the elimination of the economic 
consequences of various man-made disasters in the Russian Federation will cost
1–2 % of the gross domestic product, and there is a risk of an increase of 4–5 %. It is 
noted that this amount is higher than the total amount allocated for health care and 
environmental protection.
