Opportunities for the government and regulators
•
Make it super easy for large international banks to come in and set up shop in Uzbekistan.
There is so much room for foreign banks to come in take market share from the big banks. The
competitive process involving new market entrants will end up improving the quality of
customer service by all banks, diversifying the range of banking products and services and
integration of technological advances by multinational banks to the fabric of the Uzbek
banking industry.

Create legal bases for commercial banks become members of international banking and
financial markets associations and creating local equivalents.
For example, major Uzbek bank
could negotiate and join with International Swaps and Derivatives Association (ISDA) – to set
up an equivalent in Uzbekistan (e.g. USDA). This would allow commercial banks to enter into
agreements with other banks, insurance companies and funds to hedge their risks based on
their respective comparative advantages.
•
Allow commercial banks to trade and invest in securities, within the regulatory prudential
frameworks.
This would allow local banks to gradually gain experience in the market and
develop wealth management and/or advisory arms.
