the theory of rational choice (TRCh)
is the object of study of individuals, 
organizations or states that operate within a certain institutional environment. It is 
this environment with its constraints that forms the choice of an individual who 
weighs all the pros and cons and chooses the most beneficial strategy of behavior [3]. 
Rational choice theory is the basis of theoretical models of conflict research, 
which assume that in any conflict each of the parties seeks its own benefit. However,

for practical purposes, a "modified model of rational choice" was developed, taking 
into account not only utilitarian, but also other, in particular, ideological benefits [4]. 
From the point of view of exponents of the theory of rational choice, the parties 
to an international conflict have the same idea of what is happening, due to which 
they demonstrate a similar rationality [5]. 
Neorealism
insists that the main motive for the activities of political actors is the 
desire to ensure their own security. In the struggle to achieve this goal, the 
participants in the political process are ready to use any methods. The main tool of 
the political activity of the state and the argument in a dispute with opponents is 
force. Conflict in the sphere of international politics is eternal: it is both a driving 
force of politics and a necessary form of conflict resolution [6]. 
Neoliberalism
, on the contrary, believes that conflict is by no means the main 
form of politics: an important role in it is played by finding ways to reconcile interests. 
The point of politics is to search for possible forms of cooperation and not in 
destructive activities focused on the inevitable conflict. On this path, the main 
purpose of politicians and political institutions is to improve society, its 
reconstruction on a reasonable and fair basis [7]. 
Neoliberals share common positions with globalists in the interpretation of war 
and peace issues and international security. Both oppose the use of force to resolve 
disputed international issues and support peaceful, political and legal ways to resolve 
conflicts. They recognize the crucial role of international law and international 
organizations in resolving disputed issues and ensuring peace and security, advocate

the further demilitarization of international relations, the development of existing, as 
well as the creation of new regimes in the field of arms control and disarmament.
