Our research has shown that self-employment in the service sector is a factor in providing
employment and improving the welfare of the population, reflecting the characteristics of
material production and non-material production. In particular, the production of goods and
services can be divided into the following two groups:
1.
High-performance goods and services - the production of these types of goods and
services requires more labor than capital.
2.
Капитал Goods and services with high capital intensity - the production of these types of
goods and services requires more capital than labor resources.
Obviously, after registering as self-employed, they should be provided with various
benefits and loans, taking into account the high labor and capital intensity, by assessing the
possibility of producing goods and services. This is due to the fact that many factors influence
their registration as self-employed (Fig. 2).

This situation is also covered in the State Program until 2020, which provides for the need
to create a number of benefits for self-employed citizens. So who are the self-employed? What
privileges were given to them? Does this experience really promote employment?
Especially recently, the term “self-employment” is often mentioned. So who are they
really? Self-employed citizens - individuals who are not registered as individual entrepreneurs
and do not use the labor of employees in their activities, who independently carry out activities
based on self-employment, to provide services to individuals and legal entities aimed at
generating income, are citizens. who are eligible to receive and enjoy incentive benefits.
In a word, the employment of the population of the country is a key factor in the formation
of incomes of the population. In particular, a significant increase in the total income of the
population in the country in January-December 2020 occurred mainly due to labor income
(income of employees and income from self-employment), which accounted for 69.3% of total
income and 25.5% y due to a significant change in the proceeds from foundation transfers. The
nominal growth rate of income from labor activity amounted to 115.1% compared to the
corresponding period of 2019 and ensured an increase in the total nominal income of the
population by 10.5%. Employment income consists of income from employees and income from
self-employment.
