DEVELOPMENT OF AN ENTERPRISE HUMAN RESOURCES
MANAGEMENT STRATEGY
Until recently, the domestic and international aspect in the business of solving the
method or system of personnel management did not matter so much. However, the
implementation of various projects was often delayed or not implemented because the
human factor associated with the difference in the behavior of people in different cultures
was not taken into account.
The transformation of the economy of Uzbekistan into a market economy is taking
place in the context of the accelerating process of globalization of the country's economic
activity. The main factors in the development of a modern economy are the free movement

of capital, goods and services, labor, and an increase in the opportunities for realizing human
potential. Thanks to the action of these factors, significant opportunities open up to
accelerate the socio-economic development of the country and at the same time there are
threats, the lack of which can lead to undesirable consequences. Greater openness of the
economy makes it more vulnerable to the impact of economic and financial problems, as
well as to changes in the conjuncture of global goods and services.
The integration of the Uzbek economy leads to the fact that the previous forms of
management are increasingly becoming inconsistent with its emerging economic
environment. This is due, first, to the need to solve major systemic problems of
management. These include: compliance with the sectorial principle in terms of liquidation
of sectorial ministries; increasing the competitiveness of domestic enterprises in the context
of a sharp aging of fixed assets and increased competition from foreign manufacturers; lack
of working capital; imperfect training of managers to manage the economy of an enterprise
in a market economy, etc.
In a market economy, many state-owned enterprises undergo significant reformation
and change their organizational and legal form, turning into open or closed joint stock
companies and partnerships (partnerships). The main link of the economy in market
conditions of management are enterprises that act as economic entities. To carry out
economic activities, to obtain products, income and savings, they use certain types of
resources: material, labor, financial, as well as cash. The importance of certain types of
resources changed with the transition from pre-industrial to industrial and from it to post-
industrial technology. In a pre-industrial society, priority was given to natural and labor
resources, in an industrial society - to material resources, in a post-industrial society - to
intellectual and information resources. Therefore, many modern economists are inclined to
believe that now the factor of “knowledge” has come to the fore in importance as a factor
of economic growth, calling it differently - technology, scientific and technological
progress, science, information.
The manufacturing industry, being a full-fledged subject of the market, must
adequately fit into these relations. Observing the general laws of a market economy, taking
into account its own specifics, it must ensure the normal functioning of the branches of the
national economy and sufficient profitability of enterprises, associations and other
associations that make up them.
It is known that any activity in an organization can be effective only when it is
appropriately managed. There is another version of management, this is when any system is
brought to a controlled system, and only in this case such activities can be considered
effective, since this primarily concerns the management of behavior in the organization

Managerial relations in the organization, complementing each other, are manifested as
formalized and personalized. Their combinations in each firm, in each division may be
different. The essence of organizational management is to find their optimal combination at
different stages of the firm's development. The practice of organizational management
