evaluation; key evaluation questions; detailed
methodology; information sources and instru-
ments and plan for data collection; design for
data analysis; and format for reporting.
PHASE 2: CONDUCTING ADR AND
DRAFTING EVALUATION REPORT
Main ADR mission:
A mission of two
(possibly three) weeks will be conducted by
the independent Evaluation Team and
will focus on data collection and validation.
