Classification of learning activities

If somebody participates in a course (which can be a 

distance learning course) that gives them credits which 

they can use for example to complete a modular 

programme and obtain a qualification recognised as 

equivalent to a formal qualification by the relevant national 

education or equivalent authorities, are they participating 

in formal education? 

Participating in and completing a module which is part of a programme recognised by the 

relevant national education or equivalent authorities is indeed formal education, unless the
