Watching a ‘language course’ programme on TV is informal 

learning. What if (case A) it is possible to register 

beforehand and to interact with the teacher while following 

the course on TV, and at the end to sit an examination 

which leads to a qualification recognised as equivalent to a 

formal qualification by the relevant national education or 

equivalent authorities?  

Or what if (case B) the person attending the programme 

can at its end sit an examination to get a degree 

corresponding to the knowledge acquired through the 

programme? 

In case A, the TV is used as any other means of distance learning (internet, correspondence, 

etc.). If the programme on TV is recognised by the relevant national education or equivalent 

authorities, then the activity should be considered as formal. Otherwise, it is non-formal.
