3.2.2  Education or Screening 
Reforms  continue  to  emphasize  the  quality  of  education  provided  by  the  Indian  Institutes  of 
Technology  (IITs)  and  Indian  Institutes  of  Management  (IIMs),  etc.,  although  many  of  the 
accomplishments of their graduates may arise from the selectivity that occurs when only a few 
thousand  seats  in  such  institutions  are  available  for  a  cohort  of  some  22  million  students, 
annually. Only a small fraction of the graduates of these institutions have produced outstanding 
scholarly achievements, unless they have gone on.
