  Uzbekistan needs to tap into the potential productivity gains associated with the 

cross-sectoral  reallocation  of  labor  from  below-average  to  above-average 

productivity sectors. This process should be complemented by intra-sectoral re-

allocation  from  lower-productivity  firms  to  higher-productivity  firms  within 

each sector. In the medium term, there is strong potential for economic growth 

from accelerating shifts of labor toward economic subsectors with above-aver-

age productivity (that would be expected to have higher wages), such as from 

agriculture to manufacturing, mining, transport, and services (financial and busi-

ness services and telecommunications, for example) and within the agriculture 

sector (from cotton and wheat to horticulture). Reallocating labor from less- to 

more-productive subsectors of the economy will require policy interventions, in-

cluding to mitigate the social impact of economic restructuring. Currently, the 

lack of appropriate unemployment insurance and poorly targeted social assis-

tance undermine the effectiveness of existing policy instruments.
