The Okanogan Wenatchee National Forest is announcing the vacancy for a Support Services Supervisor. This is a permanent appointment with a full-time tour of duty. The position is located at the Naches Ranger Station with a duty station in Naches, Washington.
Position Description
The Naches Ranger District is recruiting for a Support Services Supervisor. This position reports to the District Ranger. This position has responsibility for planning, execution, and administration of the district’s business programs.
The incumbent will directly supervise one GS-7 Public Information Assistant, one GS-06 Office Automation and one GS-5 Information Assistant along with the potential for several season employees and volunteers.
Specific duties for the Support Services Supervisor include:

Provides administrative and supervision necessary for accomplishing the work of the unit.

Processes requests to purchase a wide variety of equipment, supplies, and services by reviewing the request for completeness and accuracy, ensuring available funds, determining the appropriate purchase method in accordance with FAR regulations.

Performs budget formulation/execution support work and projects. Serves as financial assistant and bookkeeper, and keeps a complete and accurate record of expenditures for the unit.

Assists with the preparation of balanced budget proposal in conformance with management policies, priorities and objectives.

Implements the property management program; oversees receiving activity; manages supply inventory; insures proper control over accountability records

Coordinates volunteer agreements with appropriate resource personnel. Tracks agreements and similar written instruments. Bills and/or disburses funds to carry out agreements. The District is involved in a special collaborative forest restoration program that attracts an average of an additional 1.6 million dollars/year of funding and requires special attention to partnership-type agreements.

Researches and assembles materials for special financial reporting to external parties (including Congressional interest), accomplishment reports, etc.

Serves as a liaison and "translator" between human resource professionals and supervisors/managers/employees, assists field going and/or supervisors with extensive HR needs.

Participates in the coordination and review of personnel matters related to the employee appraisal program, training, recruitment, position classification, and incentive awards.

Serves as an expert in all aspects of mail and file operations; integrates several types of software to generate specific working documents and forms.

Provides office automation advice and assistance to district staff.

May identify system and/or application problems and assist IT Specialists to develop troubleshooting methods and procedures to resolve difficult problems.
Other Information of Interest
The area of consideration is Government-wide. One position will be advertised. In addition to the duty station city, work will be performed at field locations. Travel is required occasionally and/or overnight.
Naches Ranger District
The Naches Ranger District encompasses over 500,000 acres and is the southernmost District of the Okanogan Wenatchee National Forest. The Ranger District is within easy driving distance from Seattle and the Puget Sound basin and hosts a wide range of recreational opportunities. The District manages over 200,000 acres of Wilderness, an extensive motorized trail network, a vast recreation residence program, opportunities for winter sports (alpine and Nordic skiing, snowmobiling), boating, fishing, hunting and river rafting. There are a large number of campgrounds, dispersed camp areas and day use sites.
The District is bounded to the west by the Gifford Pinchot and Mount Baker Snoqualmie National Forests, and Mount Rainier National Park. To the north is the Cle Elum Ranger District and to the south is the Yakama Nation. There is also a mixture of State and private lands, primarily on the eastern fringes of the District. The nearest full service community is Yakima (population 80,000), located about 12 miles east of Naches.
About the Community
The duty station is the Naches Ranger District Office in the town of Naches,
Washington. Naches is a small agricultural town, with a population of just over 700 people, nestled in a scenic valley at the foothills of the Cascade Mountains. The town is centrally located in the state, with only a two-three hour drive to Seattle, Spokane and Portland.
The nearby city of Yakima offers a community college, higher education distance learning opportunities and quick access to the Yakima Air Terminal. Medical facilities include Memorial Hospital and the Yakima Regional Medical and Cardiac Center. (Naches has a medical clinic). Yakima and Naches combined offer 5 school districts, numerous churches, and ample banking opportunities.
Local recreational opportunities are limitless, with easy access to outdoor recreation on the National Forest, nearby Mount Rainier National Park, and Washington State Fish and Wildlife land. Yakima Valley is well known for its vineyards and wine tours. There are numerous cultural venues including the Sun Dome, Central Washington State Fairgrounds, Capitol Theatre, Yakima Area Arboretum and the Yakima Valley Museum. The Yakima Greenway Foundation maintains ten miles of pathways, three parks, two fishing lakes and four river access landings. The Greenway trail system will soon be connected to the community of Naches with a rail-to-trail conversion.
