Fundamental reforms in 2017. In accordance with the decree of the President of the Republic of Uzbekistan from February 7, 2017 "On the Strategy for further development of the Republic of Uzbekistan", it is planned to develop a program for the radical improvement of the higher education system in 2017-2021, further improvement of educational programs, gradual development of the independence of higher education institutions through the expansion of their powers in the provision of paid services and the search for additional sources of funding. In the period 2017-2018, about seventy decrees, resolutions and instructions of the President of the Republic of Uzbekistan and the Cabinet of Ministers were adopted, which served as the beginning of the process of changes in the education system in the full sense of the word.
The Strategy identifies priority tasks for improving the effectiveness of higher educational institutions in the transition to international standards for assessing the quality of education and training. The document refers to training of Mature professionals with a broad Outlook, who received philosophy lessons of life, by improving the efficiency of education in the universities, development of educational technologies aimed at the profound study of the sciences establishing integration between them. With this in mind, President Sh.M. Mirziyoyev emphasized that we are mobilizing all the forces and capabilities of our state and society to educate independent-minded, well-developed, happy young people with high intelligence and spiritual potential, who are not inferior to their peers around the world in any sphere.
In 2017, after a break of more than 10 years, considering the needs of the state and society for qualified personnel, the system of distance learning was restored on the initiative of the President.
On November 16, 2017, the Presidential decree "On improving the procedure for conducting entrance tests to the bachelor's degree of higher educational institutions of the Republic" was adopted. According to this document, starting from the 2018-2019 academic year, testing will not be conducted in such areas of study that require special talent, such as culture, art, design and applied arts, music, art history, sports and physical culture. Admission to the State Conservatory, the State Institute of art and culture, the national Institute of arts and design named after K. Behzod, and the Uzbek state Institute of physical culture is conducted through creative examinations. A number of reforms have also been implemented in the system of higher medical education. In particular, in the direction of bachelor's degree in the medical field, the period of study has been reduced from 7 to 6 years, and in the direction of medical prevention – from 6 to 5 years.
