Appendix 1.

Leith South

1.The charge became vacant on the translation of the Rev Ian Y Gilmour to St Andrew’s and St George’s West on 28 April.

2.The parish population (2009 estimate) is 8,533. The young adult workers (25 – 44 years) age groups account for more than half of the residents compared with a city average of one-third. South Leith, together with the adjacent parish of North Leith, comprise the old Port of Leith, an area of primarily Victorian residential and industrial development but which has seen major redevelopment in the post-war era. Now 17^th Century buildings vie with concrete tower blocks and stone built Victorian tenements and villas mix with modern flats, illustrative of a changing and evolving community.

3.The Forth Ports Authority is redeveloping the docks area but the current economic and building recessions have slowed development. Over the next thirty years FPA propose to build 16,000 new homes in the docks area in this parish.

4.There were 460 on the roll at the end of Dec 2010, with 4 weddings and 29 funerals in 2010. Average weekly attendance at the census in March 2009 was 191. Ministries and Mission allocation for 2011 is £70k, well above the benchmark of £46k on the basis of 86% for Ministries and 14% of Mission, Renewal, Support and Services.

5.As in the 2007 Presbytery Plan, the Leith Churches Forum (of Leith St Andrew’s, North Leith, South Leith and Pilrig St Paul’s) became a Parish Grouping in July 2009. This was a formal recognition of the working together developed over a number of years in the Leith parishes. A Parish Worker (PPW) was appointed in 2010 to take forward outreach work in Ocean Terminal and the Waterfront area.

6.The draft revised Presbytery Plan, out for consultation at present, envisages South Leith being led by one Minister of Word and Sacrament inducted on a basis of reviewable tenure. This reflects the need to keep the situation under review because of the proposed new developments in the area. North Leith and Leith St Andrew’s are also on reviewable tenure and the basis for South Leith is in similar terms.

7.The Basis was approved unanimously by office-bearers (24 for, 0 against) on 17 May and at a congregational meeting held on 5 June there voted 31 for and 2 against.

Appendix 2

1. Inverleith became vacant on the retirement of the Rev D Hugh Davidson on 6 November 2009, after 34 years in the charge. Leith St Serf’s became vacant on the demission of the Rev Sara R Embleton on 31 August 2010.

2. The parish population of Inverleith (2009 estimate) is 4,024. The population structure has higher numbers of children, mature adults and elderly people than the city averages and lower numbers of student age group and young adult workers. Housing types vary from large stone villas, small pockets of tenements and extensive areas of inter-war and late twentieth century villas and flats. The parish also contains the Edinburgh operations of Selex Galileo at Crewe Toll, a Morrison’s superstore, Edinburgh Academy Junior School and extensive playing fields. New housing (99 units) is being developed at East Fettes Avenue and consent has been granted for 256 flats at South Trinity Road.

3. There were 304 on the roll of Inverleith at the end of Dec 2010, with 2 weddings and 9 funerals in 2010. Average weekly attendance at the census in March 2009 was 90. Ministries and Mission allocation for 2011 is £56k, above the benchmark of £46k on the basis of 86% for Ministries and 14% for Mission, Renewal, Support and Services.

4. The parish population of Leith St Serf’s (2009 estimate) is 3,267. The population structure has average similar numbers of children, significantly fewer in the student and young adult age groups, more mature adults and many more elderly.

The parish comprises a number of small residential areas subdivided by open spaces. There is a mixture of stone built villas and terraces, tenements and inter-war and post-war flats and villas, and a 1980s development. There is a large sheltered housing complex in Goldenacre Terrace.

5. There were 280 on the roll of Leith St Serf’s at the end of Dec 2010, with 0 weddings and 9 funerals in 2010. Average weekly attendance at the census in March 2009 was 90. Ministries and Mission allocation for 2011 is £52k.

6. Presbytery Plans since 1974 have envisaged a reduction of 3 ministries to 2 for Inverleith, Leith St Serf’s and Leith Wardie. For that reason Leith St Serf’s had an age restricted ministry from 1976 followed in 1984 by a succession of ministries on reviewable tenure. The 2007 Presbytery Plan reaffirmed that reduction as does the present draft revised Presbytery Plan.

7. The three congregations in Trinity and Goldenacre arise from history – originally UP (Wardie), Free (Inverleith) and Established (St Serf’s) – though the duplication was perhaps less obvious because the buildings are slightly further apart and until recent years all congregations were substantial. There were locally led discussions between 2003 – 07 about forming one new congregation in place of three, with a team ministry, but these did not succeed. Inverleith and St Serf’s, however, have had a long relationship, sharing summer services since 1916, and having members across both parishes, with people interacting across many community activities and many friendships.

8. The Committee began discussions in September 2009. In November 2009 Wardie decided against participating. A Joint Working Group comprising 4 people from each of Inverleith, St Serf’s and the Committee met six times between February and June 2010 to consider the various issues around union of these 2 congregations.

9. At meetings with both full sets of office-bearers in September 2010 it was determined that 2 issues remained: the need for an external opinion on which set of buildings was better for the new ministry of a united charge, and for each Session to prepare a statement of its vision for the united charge. On the latter, the statements prepared showed similar aspirations under the five purposes of the church used in the ‘Unless the Lord build the House’ process. On the former, an assessment was sought from the Chairman of the General Trustees, Rev Dr James Jack. Dr Jack advised that on balance the better set of buildings for the ministry of a united charge was St Serf’s.

10. At a meeting on 28 March the office-bearers at St Serf’s voted 33 to 0 in favour of union. On 16 May the office-bearers at Inverleith, having voted 19 to 15 in favour of using the St Serf’s buildings, then voted 30 to 4 in favour of union. At congregational meetings on 12 June, St Serf’s voted 84 to 0 in favour of union, while Inverleith voted 41 for and 53 against.

11. There have been further discussions within Inverleith since the 12 June meeting and the Committee Convener will make an oral report at the Presbytery meeting.
Appendix 3

Property – Stenhouse St Aidan’s

The aim of the project is to create a modernised multi-purpose space, a room for small meetings (with future potential for development into a cafe) and a disabled toilet, in order to help the congregation in its mission to the parish. An earlier scheme was prepared with an estimated cost of £268,000, but the intention is to revise the plans to produce a more modest refurbishment. It is proposed to fund this from the sale of a flat in the congregation’s ownership. Meanwhile, Stenhouse St Aidan’s is proceeding with the urgent and essential work identified in the architect’s inspection report received last November. The Property Committee, with the concurrence of the Deployment of Resources Committee, recommends approval.
