8.2 Inspection of Congregational Buildings

The Property Committee arranges a programme of inspections of all congregational buildings to ensure that they are being kept in good order and to identify any problems. The inspections are carried out by architects, normally on a 5-6 year cycle. Copies of the architects’ reports are sent to the congregation concerned and to the General Trustees. The Committee in 2010 reviewed the arrangements and decided to continue to use two firms of architects, Ross Smith & Jameson and Tod & Taylor, who have built up a considerable experience of inspecting the churches, halls and manses in Edinburgh. An exception was made in the case of St Giles’, which had not been inspected on behalf of Presbytery in recent years, and whose own architect, Graham Tristram, was commissioned to carry out the inspection since he was familiar with the building and this represented the most cost-effective arrangement.

The annual budget for architects’ fees is £16,640 and this funds about 15 reports each year. Congregations whose properties were inspected during 2010-11 were: Slateford Longstone, Murrayfield, St Margaret’s, Juniper Green, Stenhouse St Aidan’s, St Michael’s, Balerno,

St Giles’, Dalmeny, Colinton Mains, St Cuthbert’s, Gilmerton, Broughton St Mary’s and Corstorphine Old. The architects’ reports have identified the following amounts of repair work as being required during the next 5 years (all buildings including halls, manses and other properties):

Of these amounts, St Giles’ accounted for £137,725 and the other 13 for £344,040. Extrapolating for the Presbytery as a whole (6 x the ‘other 13’ + St Giles’) gives an estimate of £2.2 million for repair work likely to be needed over a 5 year period, or about £0.44 million a year. This excludes routine maintenance and new projects. Most congregations are diligent in the care of their buildings, but for some it clearly represents a substantial financial burden.

Section 10 of Act 12, 2007, of the General Assembly requires the Presbytery Property Committee to consult with the Fabric Committee of the congregation concerned before presenting a report to the Presbytery with instructions as to the timescales, prior to the next inspection report, within which the congregation intends to complete the works classified as “Urgent” and those classified as “Essential”. The Property Committee carries out such consultations following each report, but our practice is only to report to Presbytery by exception, if a congregation appears unlikely to meet its responsibilities.

9. MISSION RESOURCING

9.2 note that the “ Beyond the Elder’s District” event will take place on Saturday 1^st October in Davidson’s Mains Parish Church. The event is open to anyone within the Church.

9.3 note that over the past year, grants totalling £7228 have been awarded to eighteen projects which have included Holiday Clubs and the “ Roll Away the Stone” event.

13. PASTORAL CARE

express its gratitude to the team of chaplains and thank them for their sensitive pastoral care they offer and acknowledge the high standard of their work.

The Pastoral Committee met recently with the chaplains and the Supervisor who has now been in post for a year. The scheme continues to work efficiently with chaplains reporting that they find that they are well received on the whole and the care they offer is very much appreciated by those whom they visit. Sometimes spouses also take the opportunity to meet with the chaplains. At times of particular or stress, sometimes relating to family matters, chaplains are well-placed to offer support.

We are very fortunate in the system we have in place in Edinburgh. The strength of the scheme lies in two particular areas. Firstly, confidentiality is given high importance. Secondly, professional supervision helps maintain a high standard of care. However, the Committee is also aware that we are very fortunate in that our chaplains bring great expertise and competence to the work and are committed to this ministry that they exercise on our behalf. We are very grateful to them.
