Modern prospects for improving international standards for food security stabilization 
in Uzbekistan 
 
In modern development model of Uzbekistan especially, at the field of agriculture 
and food processing industry require optimal and scientific approaches for the safety and 
security of long term governmental all projects. Given the unstable environmental problems 
with food processing and shortages can cause a crisis in the country. It is affecting the 
development of the economy and the situation of the high level of birth rate in the country. 
At the moment the state serves as the basis of social stability, which ensures the existence of 
the state as a regulation of food security and provide certain international development 
programs. In this regard, it is necessary to eliminate the country's dependence on imports, to 
ensure the development of its own food production; creating a balanced structure of exports 
and imports, as well as reserve stocks to stabilize food supply. In this article we would like 
to explore the theoretical aspects of food security.
For further innovation development on standardization and technical regulation 230 
pieces of technical equipment for the convenience of business entities current regulatory 
documents in the field of regulation are available on the website of "Uzstandard" agency 
and downloaded them free of charge. In 2017-2018, 1133 international standards have been 
introduced. As a result the number of international standards reached 3807. In particular, the 
United Nations Economic Commission for Europe 77 of the Commission's fruit, vegetable 
and dried agricultural products (including 24 fruits, 32 vegetable and melon crops, 21 dried

for the products), 24 "Codex alimentarius" of the International Health Organization 
standards were adopted

. 
In the recent optimization of new step actions targeted Halal "and the certification 
body has been established. Export opportunities for agricultural products to European 
markets the international standard "Global GAP" was adopted. Membership in the Islamic 
Standardization and Metrology Institute (SMIIC) Agreement on the ratification of the 
Agreement with the Cabinet of Ministers on April 30, 2018. 
In accordance with our research The GLOBALG.A.P. Standard Development Policy 
the standard-setter for implementation of Good Agricultural Practices on farms and food 
process

. And commonly, GLOBALG.A.P. is a farm assurance program, translating 
consumer requirements into Good Agricultural Practice. EurepGAP is a common standard 
for farm management practice created in the late 1990s by several European supermarket 
chains and their major suppliers. GAP is an acronym for Good Agricultural Practices

Accreditation for the convenience of exporters, 8 test laboratories are international 
accredited. Number of internationally recognized conformity assessment bodies 29 units (12 
laboratories, 1 SS, 11 SMTs and 5 POIs) delivered.
The national interests of Agrofood sector include the provision of: 
- 
the necessary level of own production of food, material and technical base for 
agriculture, as well as the food and processing industry; 
- 
updating and replenishing the state food reserve, regardless of the impact of 
external and internal negative factors; 
- 
the conformity of the quality of food produced and marketed with the state 
standards of quality and food safety; 
- 
necessary living standard and high quality of healthy life of the population; 
- 
creating an effective system of management of the agricultural sector at all 
levels, maintaining the achieved volume and expanding the production of competitive food 
products with an export orientation; 
- 
common science and technology policy in the food industry; 
- 
implementation of state control of the food market, including accounting and 
control over production, external and internal supplies, food sector. 
According to a survey conducted by the US Research Center Uzbekistan ranks 64th 
in the world in the food security rating. Uzbekistan was on the 75th place a year ago. 
Uzbekistan is on the top of the world because of the effective work to improve food security 
in Uzbekistan. In this regard, Uzstandard agency and the Republican SSM works are 
underway, including modernization of material and technical basis of laboratories, up-to-
date equipment, implementation of international standards

Regarding HASP standard was prepared by OSHA and funded by EPA. It provides 
model language that is acceptable to OSHA in meeting the requirements of OSHA's 
Hazardous Waste Operations and Emergency Response Standard in Uzbekistan. It is quite 
different standard for the solution not expected injuries during work time and obviously 
conducted with the following areas: 
- 
potential emergencies may include:
- 
personal injury 
- 
personal exposure 
- 
fire
- 
vehicle accidents
- 
disturbance of utilities
Taking all facts and we will come to conclusion that in Uzbekistan it is not a initial 
initiatives about international standardization program. For the emerging national markets in 
globalization period it is obligatory to be in the same scale at any sphere. We hope these 
standards will support our socio-economic problems through health and safety requirements 
for the prospective life of the Uzbek population.
