The developing countries have a grave multiplex problem of 
underdevelopment and a gap between themselves and the de­
veloped countries. The first UNCTAD adopted recommenda­
tions for solutions, but the developed countries lack the will 
to implement them. The developing countries are disappointed: 
they cannot modernise their societies.
