, like timely information, is defined according to the needs and
circumstances of a particular manager. Operations managers need information on costs
and productivity, human resource managers need information on hiring needs and
turnover rates, and marketing managers need information on sales projections and adver-
tising rates. As Walmart contemplates countries as possible expansion opportunities, it
gathers information about local regulations, customs, and so forth. But the information
about any given country is not as relevant before a decision is made to enter that market
than it is after the firm has made a decision to enter the market.
