3.2. Improving logistics in the International Postal Branch of JSC "Uzbekiston Pochtasi" on the basis of foreign experience.

To create a modern postal and logistics infrastructure, the Russian Post together with VTB Bank established the National Logistics Technology Company. By 2022, it will launch a national network of 40 logistics centers of various levels of automation in 34 cities of Russia. The first level of automation is large, modern sorting centers. The second is smaller centers with a medium level of automation. The third is the mechanized centers where automation still exists to some degree. Unlike existing companies that deliver goods online, Russian Post builds them in all cities with a population of more than 500,000.

A striking example of the fact that the launch of a single logistics center can dramatically increase the efficiency of the national postal operator is the commissioning of the automated logistics center Vnukovo-2 in early 2019. His work has made it possible to reduce the delivery time of parcels throughout Russia by 20% compared to 2018. Vnukovo-2 has become the second largest postal logistics center in the country. It is primarily intended for processing cargo ordered in Russian online stores. Most of these parcels are sent to consumers from warehouses in Moscow, Moscow region, Tver and Yaroslavl regions. Half of the center area, 20 thousand sq. M. m, occupies an automatic parcel sorting tool that simultaneously sorts mail items on 400 routes.

A logistics center for processing international mail has been opened at the Belpochta RUK on the territory of the Minsk National Airport. The center is equipped with modern technologies of international mail processing. A few years ago, Belpochta and the State Customs Committee studied the need to develop a logistics infrastructure aimed at simplifying the processing of international mail. The result is the opening of a new center that will speed up the processing of all items related to the processing, sorting, customs clearance and delivery of mail. Previously, all international shipments were delivered to a single center of international mail exchange, and today all mail received by air is processed immediately at the National Airport. The logistics center is equipped with modern equipment combined with the international IPS system of the Universal Postal Technology Center and the RUE information system "Belpochta".

The center uses a transport system combined with the highest level of mechanization of workplaces and automation of technological processes for postal processing. The opening of the center allowed to reduce the processing time of incoming international mail by 1-2 days and speed up their delivery to recipients. The logistics center, with a production area of ​​more than 1,500 square meters, operates by international mail received by air. The center processes up to 10,000 international mail items per day and its maximum capacity is calculated for 100,000 items per day. During the first 9 months of 2016, the logistics center delivered about 3 million shipments of the total volume of international shipments with commodity investment, or more than 30% of the total volume.

In order to improve the provision of quality services to the population of the country, the launch of a new 2nd international post office for the processing of international postal services to the Uzbek Post will eliminate all formalities related to processing, sorting, customs clearance and clearance. speeds up delivery. At present, all international shipments are delivered to the International Post Office, which is the sole center of international mail exchange.

If the 2nd post office is opened in Navoi, then all air mail will be immediately processed at Navoi National Airport. The Navoi logistics center should be equipped with modern equipment integrated with the IPS international system of the Universal Postal Union Postal Technology Center and the information system of the International Postal Branch. (International information systems: IFS - for the exchange of electronic money transfers, IPS - for the processing and tracking of mailings, as well as RUGBY, IBIS, PRIME - for the electronic exchange of complaints.)

In the postal sector, RFID equipment is used to automatically register and track mail shipments with built-in RFID tags. (13-picture).

This allows you to manage internal mail flows, identify and eliminate barriers in the supply chain, and shorten control times.

On November 5, 2015, Rostec and Russian Post signed an agreement on cooperation in the development and maintenance of logistics, CRM, ERP and other postal systems, as well as workstations and mobile terminals of their employees. A program has been implemented to optimize the logistics network to reduce transportation costs and meet delivery time standards. Based on the new software, a single dispatch center has been created to monitor the passage of mail over the network.

The ERP-system "Russian Post" works on the basis of "1C". The project lasted three years and was completed in the summer of 2015 and became the largest 1C product in history.

It is also proposed to create a single information space without duplication of data, using modern methods of combining applications. At the same time, the Post seeks to reduce the number of applications by moving branches to integrated systems, selecting strategic suppliers, and retiring outdated software.

The solution of a wide range of tasks for the national postal operator - JSC "Uzbekistan Pochtasi" can be proposed in several key areas:

Creation of a single automated system of postal communication (EAC OPC). It replaces existing software products. The use of the system will improve the quality of service in post offices across the country and make all types of services more convenient.

Development of basic and regional postal logistics modeling system based on River Logic product. Using a mathematical model, specialists can calculate and plan the most efficient route and method (auto, air) for sending mail to any point in the Republic of Uzbekistan. Previously long and manual calculations are done in a matter of minutes. Using the system reduces logistics costs by 10-15 percent.
