CHAPTER 2. ANALYSIS OF LOGISTIC ACTIVITY IN JSC “UZBEKISTAN POCHTASI”.

2.1. General description of JSC “Uzbekistan Pochtasi”.

The Postal Service of Uzbekistan is an expanded postal network with postal routes used for receiving, managing and delivering postal items, state pensions and periodicals.

The national postal network of the country was established by the open joint-stock company "Uzbekistan Pochtasi" in accordance with the geographical principle.

He works with thousands of letters, telegrams, money transfers, parcels in postal enterprises every day and delivers newspapers, magazines, pensions, pensions to millions of people every day. Many additional services include utility and telephone bills, property insurance, lottery distribution, email service, Internet, and more.

“Uzbekiston Pochtasi” Open Joint Stock Company is the national postal operator of Uzbekistan. It ensures the exchange of various types of postal items with all countries of the world and fulfills the obligations of the republic to the UPU.

The global changes taking place in the country make it necessary to make changes in the field of communication. In this regard, the Decree of the President of the Republic of Uzbekistan dated 23.07.97 "On measures to reorganize and improve the management of the information system" and "Activities of the Uzbek Post and Telecommunications Agency of the Republic of Uzbekistan" , Adopted by the Resolution of the Cabinet of Ministers of Uzbekistan dated 31.07.97.

In accordance with the Resolution No. 339 of 19.07.04 "On improving the activities in the field of the postal network", the state joint-stock company "Uzbekiston Pochtasi" was transformed into an open joint-stock company "Uzbekiston Pochtasi".

In the first nine months of 2004, 81 countries exchanged international mail. Russia, Ukraine, the United States, Germany, Israel and Kazakhstan are the main partners in the volume of postal exchanges.

Later, there was an opportunity to establish legal, technological and financial ties with interstate and international organizations in the field of postal services.

The main goal of the development of postal services in Uzbekistan is to provide high quality services through a continuous process of modernization that meets the growing needs and requirements of customers. These efforts are aimed at meeting customer needs and ensuring the quality of mail delivery in accordance with UPU standards.

JSC "Uzbekiston Pochtasi" operates on the basis of the following regulations:

- Statute of the Universal Postal Union (July 10, 1964, Vienna, 2016, Istanbul);

- Law of the Republic of Uzbekistan "On Communications" (January 13, 1992, No. 512-XII);

- Law of the Republic of Uzbekistan "On Postal Services" (31.08.2000 N 118-II, April 22, 2009);

- Rules for the provision of postal services (No. 2219 of April 18, 2011);

- Control periods for the passage of postal items;

- Charter of JSC "Uzbekiston Pochtasi" (January 7, 2021) and other regulations.

On December 12, 2001, a memorandum of understanding was signed in Tashkent between the Uzbek Agency for Communication and Information and the United States Agency for International Development. The two sides took into account the social nature of the postal service, the need for wider introduction of computer technology, wider use of the Internet, the creation of automated and information systems.

Representatives from the two agencies signed a $ 431,000 TDA grant document to develop projects and business plans.

In April 2004, a group of consulting companies led by Rantek LLC developed a "Strategic Business Plan for the modernization of the postal network of Uzbekistan." On the basis of the above-mentioned plan, the open joint-stock company "Uzbekiston Pochtasi" has developed a "Program for the modernization of the postal network providing modern postal and telecommunications services using information and communication technologies until 2010." Now this document has been submitted to the Uzbek Agency for Communication and Information for approval.

This program will help increase the efficiency of the network of national operators, spread to new market segments and increase revenue by automating key technological processes.

The main task is to build a corporate network of data transmission based on the latest computer technology and information technology of the entire postal system.

The first phase involves the creation of a telecommunications system that combines the main office, all 15 regional offices, 189 cities and town centers, and 622 city and district post offices (2005-2006), as well as the respective service areas.

In the second phase (2007-2010), 1,865 urban and rural post offices will be connected to the built corporate network.

In the next steps, the maximum numbers of post offices will be connected to the corporate network. At the same time, the company's postal services will be provided with computers and other necessary technical equipment to provide the republic with new, more useful and in-demand services.

Today JSC "Uzbekistan Pochtasi" has 14 regions, 4 specialized branches - "International Postal Service", "International Express Mail", "Press Distribution", "Stamp of Uzbekistan", as well as 163 regional and city post offices. links, there are 1793 post offices. It consists of 38 air, 1 railway and 303 road routes, which provide uninterrupted delivery of postal items.

The postal system is an important sector in the country today, with its own infrastructure for the delivery of goods, banking, finance and public services.

JSC "Uzbekistan Pochtasi", as the national postal operator of the country, has about 2,000 postal services throughout the country and covers all settlements.

At the same time, due to the lack of measures to develop the network of national operators, Uzbekistan remains in 93rd place in the global ranking of the World Postal Index.

In the field of postal logistics, the following is done

1. Introduction of self-service automated complexes (post offices) designed to receive mail sent to customers.

For this purpose, 30 post offices were received and installed in the centers of the Republic of Karakalpakstan, regions and the city of Tashkent.

2. In order to introduce the practice of delivery of postal items from the qualifying department of the center to the address on the basis of the "link-customer" scheme, 240 electric scooters were purchased and delivered to workplaces (where post offices deliver mail not engaged).

3. By the end of 2021, there will be 4 logistics centers in Tashkent, Andijan region, which will allow the owners of e-commerce platforms to store their products, ie to solve problems with warehouses and to quickly pack and deliver products purchased by e-mail. allows. trading platform to customers. It is planned to organize it in Asaka district, Vobkent district of Bukhara region and Urgench city of Khorezm region.

The Roadmap for the development of postal services in the Republic of Uzbekistan in 2021-2023 provides for the further development of logistics in the postal sector in accordance with Annex 1 to the Resolution of the President of the Republic of Uzbekistan dated December 14, 2020 No PP-4921 caught in the act.
