in 2022 - 14 types of activities, including certification services;
in 2023-2025 - 11 types of activities, including services for the storage of petroleum products, the provision of additional services in the field of rail transportation, the operation of airport and railway terminal complexes, and railway forwarding services.
12.  Establish a new procedure for working with the regions within the framework of the tasks for the integrated socio-economic development of the regions defined in the Development Strategy, in accordance with which:
development programs are developed annually in the context of regions
with a deep study of the problems and opportunities of all districts and cities  on the basis of programs for the integrated socio-economic development of regions for 2022–2026;
following the results of each quarter  , the Chairman of the Council of Ministers of the Republic of Karakalpakstan, khokims of regions and the city of Tashkent report to the Kengashes of people's deputies, deputy prime ministers, heads of ministries and departments - to the chambers of the Oliy Majlis on the implementation of the tasks defined in the programs of socio-economic development of the regions ;
important projects aimed at reforming the socio-economic sphere and developing priority sectors are adopted after a wide discussion with public participation , taking into account the requirements of all regions and the proposals of local initiators.
The Cabinet of Ministers within a month to  approve programs for the integrated socio-economic development of the regions of the republic for 2022–2026.
13. In order to strengthen the responsibility of state administration bodies for resolving issues on the ground  according to the principle of "The State for a Person" , as well as creating a new system for planning the strategic directions of their activities:
to establish the practice of developing "road maps" for the development of mahallas by assistant khokims of districts (cities) on the development of entrepreneurship, ensuring employment and reducing poverty in mahallas and youth leaders based on the results of their constant study and analysis;
introduce the practice of developing, including with the participation of the public, annual work programs for all levels of government bodies, as well as regular publication of the progress of their implementation;
develop and publish programs of activity of structures of state bodies in the context of regions (districts, cities, villages, mahallas) based on the results of the analysis of appeals to these bodies, social surveys and public discussions;
create a system for monitoring by the public of the processes of execution of decisions taken by government bodies, including their regular publication in the media;
establish a system of accountability for managers on the implementation of programs adopted in the context of each industry and region.
The Cabinet of Ministers, together with the interested ministries and departments , within four months, submit a draft resolution on the effective organization of the system provided for in this paragraph.
14. In order to expand the coverage and increase the efficiency of the provision of public services, ensure that the interests of all segments of the population are taken into account when they are provided in 2022 :
introduce the practice of offering to issue and replace documents to citizens, as well as related public services, without waiting for citizens to apply;
abolish the practice of demanding from the population documents confirming certain facts, such as a birth certificate and a driver's license, a certificate and a diploma, through the implementation of the Digital Passport of Citizens project ;
to simplify the system of providing public services to the elderly and persons with disabilities, to create additional amenities for them by introducing modern technologies into this system.
The Ministry of Justice (Davletov R.) and the Ministry for the Development of Information Technologies and Communications (Shermatov Sh.) by October 1, 2022,  submit to the Cabinet of Ministers a draft resolution that provides for measures to further ensure the availability of public services to the population, reduce queues, digitalization and the transfer of public services to the private sector.
15.  As part of the objectives for ensuring justice and the rule of law , defined in the Development Strategy, in 2022 :
introduce a procedure for providing free legal assistance  at the expense of the state to citizens in need of social protection, along with criminal cases also in civil and administrative cases;
to ensure strict observance of the procedure, according to which the obligation to prove the legality of a decision, action (inaction) in an administrative court is assigned to the official who accepted it;
establish the maintenance of a unified electronic online register of persons whose freedom of movement is restricted .
16.  Introduce a system for providing a “package of primary social and material assistance”  with the aim of practical assistance in finding a worthy place in society for citizens who have served their sentences.
Introduce, within the framework of this system, the practice of providing one-time financial assistance to citizens who have served their sentence and submitted their specific project in such areas as entrepreneurship, architecture, handicrafts, and who are ready to start independent activities.
The Ministry of Internal Affairs (Bobojonov P.), the Ministry of Finance (Ishmetov T.), the Ministry of Employment and Labor Relations (Khusanov N.) within three months  to submit to the Cabinet of Ministers a draft resolution providing for the launch of a system for providing a “package of primary social and material assistance”.
17. The Ministry of Internal Affairs (Bobojonov P.) and the Ministry of Transport (Makhkamov I.), together with the Council of Ministers of the Republic of Karakalpakstan, the khokimiyats of the regions and the city of Tashkent , within three months,  submit to the Cabinet of Ministers a draft program to reduce accidents and deaths on the roads by improving the road infrastructure and creating conditions for safe traffic, taking into account the experience of developed countries.
At the same time, pay special attention to bringing the road infrastructure in line with international standards, the full digitalization of the traffic management system, creating the proper conditions for safe traffic on the roads by all participants, ensuring broad public participation in activities in this area, as well as the effective use of funds in this direction, sent through the information portal "Open Budget" .
18.  Approve the composition of the Republican Commission for the implementation of the Development Strategy of New Uzbekistan for 2022–2026 (hereinafter referred to as the Republican Commission) and its working group  in accordance with Annexes No. 3 and 4.
Entrust the Republican Commission and the working group with organizing and monitoring the full, timely and high-quality implementation of the activities included in the Development Strategy, as well as coordinating the preparation of relevant draft annual state programs for its implementation in 2023–2026.
19. Determine that:
timely and effective implementation of the Development Strategy is a priority for the activities of all state bodies and their officials;
The development strategy is being implemented in five stages and provides for the adoption of state programs in the context of each year, based on the names assigned to years in our country.
20.  Support the initiatives of the Public Foundation to support non-governmental non-profit organizations and other civil society institutions under the Oliy Majlis, the National Center for Human Rights, the Federation of Trade Unions and the founders of the Development Strategy Center on the reorganization  of the Development Strategy Center into a research and think tank center  in in accordance with international standards and entrusting it with the following additional tasks:
generalization of systemic problems identified in relevant areas, including bureaucratic obstacles, inconsistencies in legislation, broken legal mechanisms, outdated rules;
organization of meetings and dialogue with representatives of the relevant state bodies based on the systemic problems raised and the tasks assigned by the Development Strategy;
holding a discussion of systemic problems and developing specific proposals for their resolution together with entrepreneurs, scientists, the expert community and members of the public;
conducting thematic social surveys in the relevant areas and carrying out scientific research based on their results.
The Cabinet of Ministers within two months to take measures to organize the activities of the Development Strategy Center based on advanced foreign experience, as well as to create a "scientific platform" to involve the public in the process of implementing reforms.
21.  To support the proposals of the Yuksalish National Movement and the Vatandoshlar Foundation aimed at the wide involvement of the national and international community in the implementation of the Development Strategy, providing for:
creation, in order to assess the level of achievement of the goals defined in the Development Strategy and the State Program, of the Public Group for Independent Monitoring and Evaluation under the Nationwide Movement “Yuksalish”, consisting of representatives of civil society institutions, preparing annual alternative reports;
formation in the regions of public groups to support the Development Strategy , consisting of representatives of non-governmental non-profit organizations, the media, experts and activists of mahallas, as well as holding public hearings on a systematic basis;
generalization of initiatives raised by citizens and promotion of public projects with the involvement of civil society institutions.
22. Center "Development Strategy" to take measures to publish in the world information network Internet and mass media analytical and informational materials on the implementation of the tasks defined in the Development Strategy and the State Program.
23. The Development Strategy Center and the Yuksalish National Movement, together with the Ministry for the Development of Information Technologies and Communications , within a month, launch an online portal to bring to the attention of the population the effectiveness of local implementation of the Development Strategy and the State Program.
At the same time, to systematize the accepted opinions, proposals and objections on the implementation of measures and monthly submit the proposed initiatives to the Republican Commission.
