The draft Development Strategy of New Uzbekistan for 2022-2026, aimed at creating the necessary political, legal, socio-economic and scientific-educational basis for the reforms to be implemented in Uzbekistan over the next five years, has been announced for public discussion.
Development Strategy Draft:
• building a people's state by enhancing human dignity and further developing a free civil society;
• To make the principles of justice and the rule of law the most basic and necessary condition for development in our country;
• Development of the national economy, ensuring its growth rates at the level of modern requirements;
• pursuing a fair social policy, development of human capital;
• Ensuring spiritual development, radically reforming the sector and bringing it to a new level;
• finding solutions to global problems based on national interests;
• Covers 7 priority issues aimed at strengthening the security and defense capabilities of the country, pursuing an open and pragmatic, active foreign policy.
Within the framework of the Action Strategy in five priority areas of development of the Republic of Uzbekistan in 2017-2021, over the past period, about 300 laws have been adopted, over 4 thousand decisions of the President of the Republic of Uzbekistan, aimed at fundamentally reforming all spheres of life of the state and society.
Along with this, systematic work was carried out to ensure human rights, strengthen the accountability and openness of state bodies, increase the role of civil society institutions, the media, the political activity of the population and public associations.
In the direction of reforming the national economy, effective measures have been taken to liberalize foreign trade, tax and financial policies, support entrepreneurship and guarantee the inviolability of private property, organize deep processing of agricultural products, and ensure the accelerated development of regions.
Strengthening the social protection of citizens and reducing poverty are identified as priority areas of state policy, and the provision of the population with new jobs and a guaranteed source of income, qualified medical and educational services, and decent living conditions have been raised to a qualitatively new level.
As a result of reforms over the past five years, the country has created the political, legal, socio-economic, scientific and educational foundations necessary for building a New Uzbekistan.
In order to determine priority areas for reforms aimed at further improving the welfare of the people, transforming sectors of the economy, accelerated development of entrepreneurship, unconditional provision of human rights and interests, formation of an active civil society, in subsequent years on the basis of the principle "In the name of the honor and dignity of man" with the in-depth analysis of complex global processes and the results of the past stages of the country's development:
1. Approve the Development Strategy of New Uzbekistan for 2022–2026 (hereinafter referred to as the Development Strategy) and the State Program for its implementation in the Year of Ensuring Human Interests and Development mahalla" (hereinafter referred to as the State Program) in accordance with annexes No. 1 and 2, including the following seven priority areas :
building a humane state by raising the honor and dignity of a person and further developing a free civil society ;
the transformation of the principles of justice and the rule of law into a fundamental and necessary condition for the development of the country;
