We, the supreme law of the country of Khorezm, Muhammad Rahim Khan Sani put our signature under the following Supreme Decree. Khorezm makoms announce inviolable public property. The transfer of the notes of Khorezm maqoms considered an invaluable wealth to the people by Kamil Khorezmi and his disciples were a period of high prosperity of musical culture of Khorezm, elevation of -it to the very top of the traditional folk art music because the creation of this "tanbur notation" is a huge wealth contributed to the treasury of world music.
The one who also actively participate in the creation of a "tambour notation" and concluded the work on its creation is another great person - the eldest son of Mohammed Rasoul Kamil Khorezmi Mirzo. Mirzo since his childhood took a great interest in music, musical instruments, literature, loved the profession of his father, listened with interest instructive conversations of the enlightened people of that time, took great pleasure and satisfaction from listening to a magnificent performance by masters of music of Khorezm maqoms, often gathering in their living room. And this beneficial cultural environment in which he grew up, had its impact on him that, as a result of painstaking exercise with musical instruments, he was an unsurpassed talented musician of his time, scientist-musicologist and a famous poet of Khorezm.
Yunus Yusupov Ayemi wrote about Mirzo: - "Muhammad Rasul Mirzo completed the translation of musical lines Shashmaqom created by his father Kamil on paper and brought them to the state of the book. At one time, the composers of Khorezm, adding to the previously existing six maqoms ("Shashmaqom" - six tunes, translated from Farsi) created by adding them the new melodies of a half maqom, named them the six and a half maqoms. Mirzo adding to the maqom "Pandzhgah" I several melodies considered a half maqom, brought them to a state of one entire maqom. Thus, as a result of creativity and serious initiative of Mirzo Muhammad Rasul, number of Khorezm maqoms was brought to 7”

Mirzo was a truthful, modest, polite, sincere man. His contemporary, the writer Khadim wrote about him: - "Muhammad Rasul Mirzabashi was of average height, and despite the fact that his face was covered with pockmarks, he was a beautiful, attractive, infinitely generous person. Talking to him, a companion could not leave him, wanting the conversation not to end. "
Mohammed Rahimkhan II very respected Mirzo, taking him along with him to visit various trips (travel). No one evening of poetry and music did not pass without his participation. Historian Bayan stated about him the following information: - "Sometimes Yusuf Haji akhund and Ismail Hoxha akhund and Hudaibergen akhund and recognized and respected scientist Mullah Mohammad Rasul and I twice a week took part in a conversation with his Majesty about reading books. Sometimes we, together with Domla Muhammad Rasul came together to talk to his Majesty and we started reading books and courtiers and princes also were invited to these readings. Thus we all became fans of the book. "
