Debate and how does it differ from other forms of direct communication

The Secretary will be punished by the judges if he does not summarize the position of the Government and refute the Opposition. You can, of course, develop your team's line a little constructively, but a lot of the bulk of your speech should be devoted to summarizing ALL the material said by the Government and refuting the Opposition's arguments. Remember also that the third Opposition speaker may have spent a substantial portion of his time attacking your partner, so you should spend some of your time restoring your team line. In general, you should do three things:

1. 
   Summarize the position of the Closing Government;
   
2. 
   Summarize the arguments of the Opening Government;
   
3. 
   Refute the Opposition.
   

Remember, since you can't fail to mention the Opening Government team, you should strengthen your team's position first and then summarize the rest of the Government's arguments.
