Debate format and rules

The participants in the debate are: 4 teams consisting of 2 people (called participants) and a Panel of Judges.

Teams are made up of the following Participants:

Opening Government:

• 
  "Prime Minister" or "First Speaker of the Government";
  
• 
  "Deputy Prime Minister" or "Second Speaker of the Government".
  

Opening Opposition:

• 
  "Leader of the Opposition" or "First Speaker of the Opposition";
  
• 
  "Deputy Opposition Leader" or "Second Opposition Speaker".
  

Closing Government:

• 
  "Member of the Government" or "Third Speaker of the Government";
  
• 
  "Secretary of the Government" or "Fourth Speaker of the Government".
  

Closing Opposition:

• 
  "Opposition Member" or "Third Opposition Speaker";
  
• 
  "Opposition Secretary" or "Opposition Fourth Speaker".
  

The order in which the participants will speak:

1. 
   "Prime Minister."
   
2. 
   "Leader of the Opposition;
   
3. 
   "Deputy Prime Minister."
   
4. 
   "Deputy Leader of the Opposition."
   
5. 
   "Member of the Government."
   
6. 
   "Opposition Member."
   
7. 
   "Secretary of Government."
   
8. 
   "Opposition Secretary."
   

Participants during the debates have to make their speeches of 5 minutes duration (speech time in the final rounds of major tournaments, can change), as well as to give remarks to their opponents during their speeches. Any other speeches of the participants during the Game are prohibited.

Resolution

Resolution is the topic of this debate.

The resolution should be worded in such a way as to avoid possible ambiguity.
Preparation

The resolution should be announced 10 minutes before the start of the Game.

Participants are allowed to use printed and written materials during the preparation for the debate and during the Game itself. The use of electronic devices is allowed in the first 7 minutes of preparation.
