sector investment and research are important not only for today, but also for the future, 
where market conditions are changing rapidly, resource deficits are increasing, and a 
number of uncertainties are associated.
It is known that today the field with high return on investment and high 
efficiency is research. However, the mechanism for calculating the efficiency of 
investments directed to them is not sufficiently developed, and this efficiency is 
divided into different areas, which in many cases leads to erroneous conclusions about 
the effectiveness of research. In the course of the research, it became clear that there 
are difficulties in objectively assessing the effectiveness of investments in agriculture 
and obtaining statistics on their results, as they are not placed in a targeted system.
In particular: aggregate data on the participation of farms and dehkan farms, 
which are consumers of scientific products in the selection and financing of research 
topics in agriculture, are not reflected at all; it is expedient to pre-determine the users 
who will introduce the research result; the user of a scientific product (farmer, dehkan 
farm) often does not have a clear idea of the amount and duration of benefits from the 
introduction of this innovation; investment should be directed not only to research, but 
also to the dissemination, implementation and study of its results.
Unless investment in fundamental research is directed by the state, it can be 
costly in the long run to lag behind this important strategic research area. The return 
on investment directed to fundamental research takes a long time (5 years, even 10 
years and longer). The method of calculating the effectiveness of fundamental research 
differs from the method of calculating the effectiveness of applied research. That is, 
fundamental research is long-term research that ensures the sustainable development 
of states and industries in the future, the results and solutions of which serve as a strong 
foundation for the systematic change of certain industries, directions, state and society.
Applied research is research that covers the short-term strategic development 
of business entities, sectors and areas and is effective in the current period. However, 
the basis, direction, and effectiveness of applied research are determined by 
fundamental research. For this reason, it is important to scientifically substantiate the 
effectiveness of research funding sources and research results.
The farmer alone does not invest in research and cannot use the research results 
effectively. Therefore, the allocation of a certain percentage (0.3-0.5%) of farmers' 
funds for research and accumulation of these funds in a special fund should be
