CAUCUS MEETING
FEBRUARY 3, 2015
6:45 P.M.
Members Present: Present were Mayor Patrick Rosenello, President of Council Salvatore Zampirri, Councilpersons Edwin Koehler, Margaret Bishop, James Kane, David Del Conte and Joseph Rullo. Councilwoman Kellyann Tolomeo was not present. Also present were City Administrator Kevin Yecco, Solicitor William Kaufmann and Engineer Ralph Petrella.
ADMINISTRATOR YECCO stated that the 2014 Annual Report and the 2015 Plan for the Hereford Inlet Lighthouse are on the agenda to be received and filed tonight. Ford-Scott Associates will perform the annual audit for the Lighthouse as mandated by the Lease Management Agreement. Michael Rauchut, custodian in the Police Department, will be promoted to full-time status and will now handle custodial duties in City Hall as well. Ordinance 1666 will allow the City to take action against abandoned and vacant properties.
MAYOR ROSENELLO stated that the property at 110 Delaware is slated for demolition. The structures on the property were severely damaged during Hurricane Sandy.
SOLICITOR KAUFMANN stated that Judge Gibson has not signed the order yet but is expected to do so shortly. The owner of the property has not responded to the City’s inquiries, nor have the banks holding the mortgages. The judge is aware that the parties holding interest in the property have had numerous opportunities to address the issues at that site.
MAYOR ROSENELLO stated that the judge’s order will allow the City to tear down all structures on the property and file liens for the costs. The property will be sold at tax sale. A new bulkhead there will tie in to the City bulkhead at 2nd & Delaware.
ADMINISTRATOR YECCO stated that this case is driven by the Uniform Construction Code. Ordinance 1666 is authorized by State statute to give municipalities the authority to take action against properties that not only are imminent hazards, but also properties that are abandoned or vacant and have code violations and other problems.
SOLICITOR KAUFMANN stated that Ordinance 1666 in part readopts sections of Chapter 174 of the City Code dealing with unfit buildings. The State statute was amended recently and this ordinance will incorporate into Chapter 174 the new parts of the statute. It also makes creditors responsible for the condition of properties upon which they are commencing foreclosure proceedings.
COUNCILMAN KOEHLER stated that Councilman Rick Ogen, prior to his passing, had put a lot of work into the vacant property issue.
ADMINISTRATOR YECCO stated that Ordinance 1667 is a bond ordinance for the 2014-2015 Capital Improvement Plan.
MAYOR ROSENELLO stated that the City has had many unforeseen emergencies in recent years and this ordinance will replenish the funds for capital projects in the City’s two-year capital plan.
ADMINISTRATOR YECCO stated that Ordinance 1668 designates various City properties, playgrounds and parks where children congregate, as no smoking areas.
CITY CLERK JETT discussed with Mayor and Council the need to appoint a City Historian.

A regular meeting of the North Wildwood City Council was held on the evening of the above date in the City Hall. The President of Council stated, “The meeting is now open. Adequate notice of this meeting has been provided by posting a copy of the notice of the time and place of this meeting on the City Clerk’s bulletin board and by mailing a copy of the same to The Herald, The Press and Wildwood Leader on January 7, 2015.”

On a motion by Koehler, seconded by Kane, that Ordinance No. 1666 be passed on its first reading and published according to Law, the City Clerk called the roll, all voting in the affirmative, the President of Council declared Ordinance No. 1666 passed on its first reading.
ORDINANCE NO. 1667 – On a motion by Kane, seconded by Del Conte, that Ordinance No. 1667 be placed on its first reading. Carried.
The City Clerk read Ordinance No. 1667 by its title, known as “Bond Ordinance Providing For Various Capital Improvements In And By The City Of North Wildwood, In The County Of Cape May, New Jersey, Appropriating $1,500,000 Therefor And Authorizing The Issuance Of $1,425,000 Bonds Or Notes Of The City To Finance Part Of The Cost Thereof“.
On a motion by Kane, seconded by Koehler, that Ordinance No. 1667 be passed on its first reading and published according to Law, the City Clerk called the roll, all voting in the affirmative, the President of Council declared Ordinance No. 1667 passed on its first reading.

COUNCIL:
MAYOR ROSENELLO stated that he has received a letter from a resident regarding the fine service provided by the Police and Fire Departments during an incident with a CO2 alarm on January 16. A letter has also been received from West Wildwood thanking the Police Department for its assistance with the apprehension of an escapee on December 30. The budget process is continuing and introduction is planned for March 3 with final adoption occurring on April 14.
ADMINISTRATOR YECCO stated that the difficulty with the budget is the Royal Tax Lien refund of $900,000 that the City was required to pay.
CITY CLERK JETT stated the he has received a letter from a resident who came in for a marriage license. The resident was very grateful for the good customer service at the Clerk’s Office and commended Deputy Clerk Jennifer VanSant and Senior Clerk Diane McCullion for doing an outstanding job.
PUBLIC:
JEFF MARVEL, 501 W. 19th Avenue, stated that he is a smoker and knows that many people will continue to throw their cigarette butts on the ground even in no smoking areas. There should be signs placed in those areas as we do not need more litter in the City. The no smoking areas should be strictly enforced with signs saying “Keep out town clean” and “This means you.”
