5. The evaluation of the Programme in perspective from the Latvian interest point of view

During the last dacade in both Latvia and Europe there have been social, economic, and political changes, (including the joining of the Republic of Latvia and the EU member states domestic affairs), which demand for the new requirements in many areas connected to culture. As long as the state influence and financial support of the cultural processes goes down, the particular state cultural institutions become more responsible for the realization of the certain culturally- political goals in the situation of limited resources, as well as there is the demand for the development of the private sector in the market of culture arrangements and development.

The programme “Cultural administration” has been created taking into account realias of Latvian cultural processes. Due to the decentralization of the cultural management and financing there has been a decrease in the number of the state structures which operate in the field of culture. Joining the European Union, new requirements for the financing and cooperation with European structures demand for new approaches in the management of cultural processes. The study programme has been created and is being developed taking into consideration the fact, that in the modern situation a personal initiative, entrepreneur, understanding of the cooperation possibilities is needed, as well as the ability to find partners in different fields of social and economic activity. Not only does the programme lead students to the management, but also to the work of a mediator and cooperation with professional artists, musicians, tourism specialists, designers, etc. Bearing in mind that in Latvia the mass culture is connected to the small and medium business activity, the priority on the labour market shall be given to a specialist who is capable of finding and analyzing necessary information, work out, develop, and realize different projects on culture and art, etc. in fact, the programme is oriented to the preparation of a self-employees, as well as the development of the small and medium entrepreneur’s business in the field of culture.

Taking into account the changing situation in the market and the complexity of culture as the field of the entrepreneur’s activity, the management science of the study programme (the subject cycles which are connected to the theory of management, project realization and management, communication technologies) is being constantly completed, improved, and modernized. On the other hand, the professional activity in this field is not much productive if there is a lack of the comprehension of the processes, which are typical for the culture as a special field of a human’s activity, if the modern culture languege is not mastered and if there’s no idea about the globalization and localization tendencies in the modern world. As far as modern cultural area is very heterogenious and the borders between different cultural spheres have become vague, the forthcoming specialists of cultural administration shall be able to orient oneself in the peculiarities of cultural development and generally in culture. Coming up with a project or participating in its realization a modern professional partly performs as an expert evaluating the social and cultural value of an offered project. The development of the modern technologies (not only information technologies) brings up the necessity for the responsibility of a specialist for any results and consequences of any action in the field of culture, irrespective of the commercial or non-commercial essence of this action.



5.1. Comparison the study programme with the licensed programme of 2003

For the accreditation commission of the year 2005 there licensed programme of the year 2003 with the alterations is being offered, provided that the alterations were made in accordance with the expert requirements and notes taking into consideration the amendments in the normative acts of the Republic of Latvia.
Higher education professional bachelor’s programme “Cultural administration” was started in 2001 according to the decision of the Senate of BRI and its legislation. (Licence Nr.04029-3, from 21.06.2001., repeated licence Nr 04029-13 from 28.07.2004. ). The programme got its first accreditation in 2003 (accreditation paper Nr. 013-610 from 14.07.2003.)

The main objective of the Council of study programme is to ensure high quality of the education and the development of the programme.


Taking into consideration an accreditation commission and expert suggestions with respect to the emprovement of the programme, within the new approved programme new solutions will be searched for to make the programme more efficient, both changing and emproving the content of the course and making the part B of the course (compulsory choice) and C (optional choice) options more variable. In compliance with an accreditation commision and foreign experts suggestions, the corrections will be introduced into the course plan. The following discciplines have been outlined as permanemt courses: "Introduction into economics” and “Basics of bookkeeping. Finances and loan”. Due alterations have been introduced into the course “Entrepreneur business in the field of culture”. The fandrazing section has been introduced into the lection course “The management and financing of cultural projects”. As an additional course in the part C a course “Bookkeeping basics. Internal documentation of a project” has been offered. In the block of the optional disciplines a course “Introduction into a producer’s business” has been offered. Caring for the students’ interest in the modern technologies the course “Visual communication” (doc. B. Borisovs) has been completed, and now not only does it offer the students to get to know the principles of modern visual communication, but also gain a practical experience in this area.

The students’ interests are considered also completing a part C of the optional subjects. Not only do the optional courses expand the students’ outlook, but also make impact on a proficient development of the students’ knowledge in the chosen field. In the academic year 2003./2004. the students were offered courses connected to the intercultural project specialization “Latvia- Russia”: “Culturally social history of Russia” (lect. T. Kuzmina), “Iconology”(Z. Nikulina, MA. Theol.), “Russian visual art” (K. Artamonovs, art researc). With the aim to improve the teaching level foreign lecturers are invited to realize the study programme on a regular basis, so they read lectures and arrange seminars for the students. In such a manner, in the year 2004 the students within the programme along with the LAC had a chance to attend the Manfred Stassen (The Jons Hopkins University/ USA professor) lectures course. In 2005 a professor of the Berlin Open University Manfred Kerner read a course of lectures about the top problems of the German culture. The lectures and seminars for the student have also been read by the USA (prof. Stivens Shenkman, University of Oregona), France (Andre Skogstrom Filler, University of Paris “de 1 Universite Paris VIII”), Russia (Olga Ribka, Moscow, Academy of business and social relations), Finland (Michael Rogatchi, executive of a AAC charity foundation of artists), Great Britain ( prof. John Steffans, university of Luton), Island (prof. Markus Mekls, university of Akureiri).

Close attention at the Faculty of cultural administration is paid to the selection of the personnel to ensure the collaboration of highly qualified docents in the study process, to establish independent stuff, to ensure the possibility of elevating their qualification and realise their creative abilities.

The great deal of attention is paid to the improvement of the professional qualification of the lecturers. In 2003-2005 3 three doctor degree and 3 master degree professionals have been employed, two programme lecturers have obtained a master degree during this period. At a moment 50% of the lecturers hold a doctor degree in different scientific fields, 31% hold a master degree. Three are working for degree of a doctor (LU and LAC), two are preparing a dissertation for the obtaining the first degree in the highschools of St. Petersburg (Academy of Art of Repin, Pedagogical University of Gercen). The employment agreements have been signed with LAC and LU master degree absolvents. 30% of the lecturers finished the LU Pedagogy Faculty organized highschool didactic courses. The programme lecturers participated also in the BRI organized seminars: “New methods of learning foreign languages” (2004.), “Main directions in the development of highschool education in the context of the Bologni process” (2004.), “Use of IT in the study process” (2004.), “Perfection of the methodological and technical study process securing”(2005.). Modern teaching methods are being actively introduced into the study process- project works, independent group work, case-studies, etc.

Besides, the students’ investigative work and participation in the BRI and other highschools’ organized scientific practical conferences shall also be duly eveluated.

A positive judgement shall be addressed to the development of the programme’s foreign connections with other Latvian and European highschools. During the last two years the students have participated in the highschool project “The rainbow of cultures” (the initiator of the project- the Latvian Jewish union, co-partners- Latvian Academy of Culture, Latvian Academy of Art, Baltic Russian Institute, Riga Technical University), took part in the inter-highschool conferences in Riga (LAC) and Daugavpils, organized discussions about the problems of cultural identity (round table with the students of the Academy of business and social relations of Moscow, within training, Riga, September 2004), the seminar-discussion about the problems of the democracy development (the Akureiri University students, Island, within the Socrates programme training, May 2005, in cooperation with the Riga Medicine university).

In 2004 and 2005 senior students took part in the activity of the Open Baltic Summer school. (Organizer- the State University “Highschool of Economics” Russia, Moscow, Riga, and St. Petersburg.) In August, 2004 the students of the intercultural project programme got an invitation to participate in the international simposium “The Baltic Hope” (organizers: Latvian Artists Union, UNESCO National committee, European Water-colourist Association’s National Committee). The students had a chance to get to know the Nothern countries’ (Norway, Sweden, Finland, Denmark) and Baltic states’ pieces of art, take part in the master class, as well as in the international theoretical seminar “Tendences of the cooperation development in the field of visual art” arranged with regard to the simposium. The 3rd year student Karlis Chaupals read his open lecture at the seminar. The students had an opportunity to attend seminars arranged by the Artists Union (in cooperation with the LAA students), LAC and the project managers association, which were dedicated to the questions of the project organization and management aspects.

Taking into account the business-like character of the programme, the programme council tries to lead the practise system to the perfection, expand the range of partners, and offer students more opportunities to get and develop practical professional knowledge. Around 40% of the students’ projects are completely or partially implemented. The students take part in the Riga Duma and self-government cultural projects. In cooperation with the tourism agency “VilarTours” (Exec.director Viktor Theodoridis) the group of students was delegated to the internatinal practise in Greece (the guide work) in 2005.


The materially- technical base of the programme is being regularly developed by completing it with modern computers, digital photo equipment, scaners, printers, portative computers, projectors, etc.

5.2. Correspondence of studies to the standard of higher professional education

BRI higher education professional bachelor’s study programme “Cultural administration” is completed in compliance with the Law about education of the Republic of Latvia, the Law of the Higschools of the Republic of Latvia. It corresponds to the CM of the Republic of Latvia, N. 481 from 20.11.2001. “Rulings about the second level professional higher education state standard”. (The study plan in the attachment Nr.6). BRI study programme “Cultural administration” has been completed in compliance with the recommendations given in the part “Second level professional higher education compulory content” of the “Rulings about the second level professional higher education state standard”.
