Features of High Quality
Except of other factors, all the essential features of high quality learning materials should
be also oriented on their most effective lifecycles. When creating an education content for a single
training unit or complete course, it is recommended to continuously monitor and apply four
learning material phases:
development and creation of learning module
assessment of the strengths and weaknesses
external reviews
module revision
The high quality cannot be ensured solely by following any recommendations or sets of
rules for development education resources. The strong emphasis should be put in mind of authors
also in the context and situations where and how the learning materials are planned to be used. The
more efficient electronic and online available forms should allow users to adopt various digital
resources in an easiest but still intuitive and comprehensive way. Also the small details are often
very important and except of others, formulate the border line between good and bad digital

learning resources. Such details that improve features of high quality e-Learning materials include,
but are not limited to:
usage of alternative captions for digital objects (e.g. tables, pictures, video, audio),
links to other parts of the material or resources are visually identifiable,
users are allowed to change fonts size (in advanced systems also the colour schemes),
clear menu available in all core sections of learning materials,
easy available and useable search options,
intuitive changeable language versions (if designed for various languages),
technically interoperable,
platform independent etc.
Main Evaluation Criteria
Depending on educational perspectives and on the above mentioned life cycle of learning
materials, the authors should continuously revise their content, functionality and correctness to
ensure topicality and well acceptance by the users.
One of the ways to stay current is to evaluate learning materials according to three main
categories. These categories include user oriented criteria, criteria of digital resources and the
criteria of education value.
Depending on the user oriented criteria and the flexibility and adaptability of materials to
the users the well-developed education material:
should activate and motivate users (students),
have to be relevant to the subject being taught,
should be easy to use,
is as much self-explanatory as possible,
follows familiar topics for better orientation.
The education material from the digital point of view:
should combine various media including images, video, animation, simulations, etc.,
select and incorporate the media forms on an educational basis,
is able to be adapted to different contexts,
enable the use of individual components in different contexts,
facilitate a varied teaching and learning practice.
The educational value of high quality education material:
should be relevant to the current curriculum,
indicate how various goals in the curriculum are to be achieved,
have built-in possibilities for evaluation,
can be used or incorporated in formative and/or summative evaluation,
should be suited for individual work, teacher-led activity and group work,
should contain a teacher guide.
Furthermore, a lot of technical aspects have to be analysed and applied into the electronic
learning resources before they will be used in education process. Selected technical aspects
include, but are not limited to:
Overall architecture and implementation (scalability of the system, modularity, extensibility,
security, authentication, robustness, stability etc.).
Interoperability (LMS standards support, create and reuse units).
Cost of ownership.

Strength of the development community (installed base and longevity, documentation, user
communities).
Licensing.
Internationalisation and localization (localisable user interface, text editing and storage,
alternative language support).
Accessibility (text-only navigation support, scalable fonts and graphics).
Document transformation.
