In  turn,  the  fulfillment  of  these  tasks  requires  a  comprehensive  and  efficient  use  of  labor 
potential,  tourism,  agriculture,  industry,  natural  and  mineral  raw  materials  in  the  territory,  the 
organization  of  small  industrial  zones,  by  attracting  foreign  investment  for  the  accelerated 
development  of  small  cities,  reducing  the  number  of  cities  and  areas,  prone  to  subventions, 
creating the necessary conditions for the placement of production facilities, further development 
of  the  social  infrastructure  network,  utilities  -  all  this  certainly  requires  effective  marketing 
strategies.
