Public-Private Partnership (PPP) 
is a set of forms of medium and long-term cooperation between 
government and business to address socially important tasks in a mutually beneficial environment.[9]. 
So far, there is no consensus among scientists and experts on what forms of interaction between 
government and business can take. Our analysis shows that not only economic, but also political, cultural, 
scientific and other cooperation between the state and business can be considered. 
Public-private partnership models create opportunities for the development of the region through the 
targeted involvement of private capital in solving social problems of society, more complete and better 
satisfaction of society's needs, increasing social welfare. 
The most common direction of the use of PPPs in the world is the construction of roads, most of the 
remaining PPPs are projects in the field of housing and communal services. In Russia, since the 1990 ys, 
PPPs in the field of water supply and waste management have begun to appear [11]. 
Therefore, one of the most pressing issues today is the study, research and implementation of modern 
forms of public-private partnership, using the existing opportunities in our country wisely. 
No. PF-4947 of the President of the Republic of Uzbekistan dated February 7, 2017 "On the Action 
Strategy for further development of the Republic of Uzbekistan" Paragraph 1.2 of the decree stipulates 
"introduction of modern mechanisms of public-private partnership aimed at increasing the effectiveness of 
mutually beneficial cooperation in the implementation of tasks on socio-political and socio-economic 
development of the country." [6].

measures to create a legal and institutional framework for the development of public-private partnership"
The Agency for the Development of Public-Private Partnership under the Ministry of Finance of the 
Republic of Uzbekistan was established by the decision of the Agency. The Agency is established in the 
form of a state institution and is a specially authorized body for the implementation of a single state policy in 
the field of public-private partnership in the Republic of Uzbekistan. [14].
