West Valley Neighborhood Association Meeting Minutes

February 28, 2017

The meeting was called to order by Vice President Jim Szatkowski at 7:00 pm.


Present: Dick Menz, Jim Szatkowski, Kaye Prime, Jacq Cook, Janie Hawes, Cindy Ritchie, Barbara Bancroft, Judith Hermann, and guest, Kathleen Lacey
Absent: Steve Loop
Vice President Szatkowski moved the regular order of the meeting be changed to enable Kathleen Lacey give her Energize West Valley presentation as the first agenda item.
Energize West Valley
Kathleen Lacey, Comprehensive Planner/Neighborhood Coordinator for the City of Boise Planning & Development Services Department, presented the Energize West Valley Vision on behalf of Melinda McGoldrick, who was not available for the meeting. The original target for beginning the Visioning process was March or April, but because of timing, May is proposed.
To launch this project, three meetings need to take place. Dick will reserve the large meeting room at the Ustick Library for May 4th and May 18. The third meeting will be scheduled in June, date TBD. The purpose of the meetings is to present information on the West Valley Neighborhood, define the broad vision, look at projects the residents would like to see and what they feel is needed. It was suggested beverages/food be available. Kathleen suggested we each bring two people who are interested in helping, at least through August. It was also mentioned it is very important our meetings are well organized and planned out, with an agenda, etc. Attendees want to feel their time wasn’t wasted and we are serious about this project.
The City’s Energize Our Neighborhoods program is composed of eight Focus Areas: Children & Youth; Economic Development; Health & Community Services; Housing; Placemaking, Arts & History; Public Safety; Sustainability; and Transportation. For the first meeting there will be separate stations around the room for each Focus Area for attendees to visit to determine which one(s) they are interested in supporting.
Kathleen indicated the following resources/responsibilities:
City Resources: mailings, newsletter, social media, business contacts, meeting facilitation, data analysis, meeting materials (maps, boards, etc.)
WVNA Resources: assist with meeting location; meeting set up/take down; meeting facilitation, greeting/etc.; identify non-profits and businesses, i.e. faith-based entities; neighborhood interests, concerns, projects, values.
Kathleen suggested we each come up with non-profits and businesses that may be able to assist with this project.
A discussion took place regarding publicizing this project and the Visioning meetings. Suggestions were: free PSA’s on/in TV, newspaper (online and hardcopy), social media, local PTA’s, emails to “Next Door” and Neighborhood Watch groups, websites (WVNA, City, and Energize Our Neighborhoods), contact all neighborhood association’s officers to disburse to their residents (Leon has a list which we will double check with the Secretary of State), Comba Park event attendees (Barbara has list)
It was also suggest that Energize Our Neighborhoods advertise more, for exposure purposes, as to what their purpose is and what projects they are working on.

Other Agenda Items
The meeting minutes from November 22, 2016 were approved. Kaye reported a $200 donation from members of the Apple Blossom Club and several individuals. Cindy Ritchie has written thank-you letters to the donors. The checks have been deposited into our checking account. Dick will ask his wife, Karen, to give a presentation on how to handle donations, i.e. publicizing donors, etc.
It was moved and approved that Board vacancies would be filled by Cindy Ritchie, Janie Hawes, and Judith Hermann.
Farmer’s Market

Judy met with Shannon McGuire and Melinda McGoldrick regarding a farmers market. Adrian Castenada has set up a meeting for Thursday, March 30th at 5:30 pm (place TBD) to discuss this project.


Neighborhood Associations Summit

Jim attended the second Boise Commons Neighborhood Association summit meeting. Jim reported that good progress was made toward identifying goals for this group.


Not-For-Profit Tax Status and Incorporation Seminar

Dick and Judy attended this seminar put on by the Idaho Non-Profit Center. It provided a broad overview of the process of incorporating and applying for not- for-profit status with the IRS. Dick told the Board that he had not found a way to resolve our current status with the IRS. Since becoming recognized under section 501.C3 of the IRS code is a requirement for submitting grant requests to entities other than Boise City the Board agreed to move forward with the process of receiving that status from the IRS. Dick suggested that the most likely method would be to dissolve West Valley and turn its assets and contracts over to a newly incorporated successor entity. While the City has agreed to reimburse for the IRS filing fee they have not agreed to pay legal fees. Dick and Judy felt that the Idaho Non-Profit center would have examples of appropriate legal documents that we could use for a new incorporation.
