importance of state extra-budgetary and 
targeted funds

The essence of state extra-
budgetary funds

As an economic category, state extra-budgetary 
funds are understood as monetary relations 
associated with the formation, distribution and use 
of centralized money funds intended for solving 
certain state problems, the financing of which is 
outside the state budget.

In some cases, in accordance with the legislation, 
state extra-budgetary funds can be consolidated in 
the country's budget system and become state trust 
funds.

Incomes of extra-budgetary funds

In terms of the economic essence, the 
revenues of state extra-budgetary 
funds can be represented as monetary 
relations associated with the formation 
of centralized money funds intended to 
finance specific goals and objectives of 
public authorities and administration.

Sources of incomes of state extra-budgetary 
funds
compulsory payments of legal entities and individuals established by 
financial legislation, while the rates (amounts) of compulsory payments 
are established by regulatory documents for each financial year;
voluntary contributions from legal entities and individuals, including in 
the form of charitable funds of trustees (sponsors);
funds of budgets of different levels;
loans from international financial organizations;
other income, including non-tax receipts.

Expenditures of extrabudgetary funds
Expenditures of the state extra-budgetary 
funds are the economic (monetary) 
relations associated with the distribution 
(redistribution) and use of a centralized 
money funds intended to finance state 
tasks outside the existing budget.

Directions of spending funds of state extra-
budgetary funds

The main directions of the use of funds (expenses) 
of extra-budgetary funds are, as a rule,

the solution of the most important problems of 
socio-economic development;

fulfillment of the goals and objectives of the 
functioning of extra-budgetary funds;

financing of targeted programs of social and 
economic development;

maintenance of governing bodies of off-budget 
funds, etc.
