Old Business




  • 2007 Work Plan is in progress: All projects have received invoices and checks have been cut, only Project #4, “Chadron Interoperability” needs installation paid for. (Not Open for Discussion)

  • 2007 State Homeland Security Grant Program (SHGP): The first two projects (1 & 2) were MOUd back to NEMA on our behalf. The remaining projects (3, 4, 5, & 6) were funded from the $266,160.00 for interoperability. The Alliance Fire Department Interoperability - $73,210 project was removed from the 2007 Work Plan and paid with Region 23 grant funds that remained in their 2005 Homeland Security Grant funds. The total value is $344,680.00.

  1. Panhandle Region Interoperability - $166,615.57 (four of the six black boxes and antennas have been installed and are operational – Paraclete training is scheduled on four different dates for the Panhandle Region 9-14/18-09 in Chadron, Gering and Sidney)

  2. Panhandle Region Planning, Exercise and Training Program - $62,014.21 (This project divided into sub-projects: Design, Develop, Conduct and Evaluate an Exercise – MOUd $10,500.00 to NEMA on behalf of the Panhandle Region – so far 5 Model City TTXs were presented by NEMA staff and the cost expenditure so far for these projects is $2,367.67 (Travel - $637.97) (Salaries - $469.70) (Lodging - $1,260.00); Travel/per diem related to planning activities - $9,500.00; Training Workshops and Conferences - $30,000.00; and Leasing space for Equipment Storage - $12,014.00, which is actually a holding point for any additional equipment we might need. $12,000.00 was allocated to the Planning Academy.

  3. Sheridan County Interoperability - $84,000 (Paid)

4. Chadron Interoperability - $19,786.22 ($14,121.22 Paid for Equipment) –

$5,665.00 for installation is outstanding)

5. Alliance Repeater - $9,000.00 (Paid)

6. West Nebraska Regional Airport Interoperability - $3,264 (Paid)




  • 2008 State Homeland Security Grant Program (HSGP): MOUd funds to the State of Nebraska, earmarked for the Panhandle Region, to facilitate Statewide Interoperable Communications – Initial Allocation was $587,320.00.

-- Regions are required to spend $148,080 on PET activities (includes the $12,000 for the Public Policy Planning Academy), $148,080 for law enforcement with emphasis on IED/fusion center, $25,000 to the MOU Scottsbluff Fire Department Hazmat team, and $266,160 for interoperability. The target value then becomes $266,160.00.


  • Priorities for the 2008 Work Plan are:




  1. Nebraska Law Enforcement IED & Response Planning - $110,000.00 (MOUd back to NEMA on behalf of the Hazardous Device Team Working Group)

  2. Nebraska Law Enforcement Fusion Center - $38,080.00 (MOUd back to NEMA on behalf of the Nebraska Law Enforcement Fusion Center)

  3. Sheridan County interoperability - $19,786 ($5,754.16 Paid for Installation) - $14,031.84 for equipment is outstanding

4. Box Butte County Tower and repeater - $70,810 ($30,000.00 for tower is Paid) –

$6,985.00 for Installation and $33,825.00 for Equipment are outstanding

5. Chadron Point to Point Communication Link - $30,132

6. Scotts Bluff County UHF /Low band replacement radios comm. Link –

$25,136.00 (PAID)

7. Lyman FD radio system - $32,587

8. Chadron FD mobile repeater - $6,270 ($3,010.00 Paid) - $3,260.00 for

  • 2009 TERREX (0800-1600) – 11-18-09 Completed (Not Open for Discussion)

  • Water Terrorism – moved from April 19/23, 2010 to March 8/12, 2010 at request of CST (Open for Discussion) – Received first contact with Vince Sharp of the Army of the North Inspector General – will be coming to my office on 11-3-09 at 1300 to discuss their needs and our needs

  • Planning Academy Strengths, Weaknesses, Opportunities and Threats (SWOT) completed in all three regions.

  • 2008 Memorandum of Understanding Hazardous Materials Team Grant: Initial allocation was $25,000.00 for Scottsbluff Fire Department’s Hazmat Team.

    • 2009 State Homeland Security Grant Program (HSGP): Initial allocation is $596,352.00. 25% must be spent on Planning, Exercise and Training (PET) and 25% must be spent on the Law Enforcement Terrorism Prevention Program (LETPP) with emphasis on Improvised Explosive Devices (IED) and Fusion Center. The Nebraska Emergency Management Agency will also heavily invest in PET, IED/Fusion Center. This means that the Panhandle Region PET Committee must spend $92,985.00 on PET and $167.260.00 on LETPP. The remaining grant funds ($336,107.00) can be spent on regional priorities allowed by the Authorized Equipment List (AEL).




    • Priorities for the 2009 Work Plan are:




      1. Scottsbluff Public Safety Building Radio Tower - $40,950.00

      2. Scottsbluff Police Department Portable Radios - $9,301.15

      3. Region 23 Pagers for Chadron - $28572.00

      4. Sheridan County Fire Road - $1,431.00

      5. Banner County Moving Old Repeater and Installing New Repeater - $18,699.13

      6. Panhandle Region Portable Radio Cache - $63,890.00




  • Removal of Kimball County from the Panhandle Region PET Committee – bylaws, voting, project submission? (Open for Discussion)

  • Jerry Bretthauer called Kimball County Sheriff Harry Gillway and Kimball County Board of Commissioners Chairman Larry Brower to inform them of their rights to bring proposals to the Panhandle Region PET Committee and loss of their voting power when the removed themselves from Region 21 Emergency Management.

  • Sheriff Harry Gillway called Bretthauer back. Bretthauer sent him a copy of the by-laws, October minutes, and December agenda. Gillway will be put on the PET distribution list to keep Kimball informed. Gillway will relay Bretthauer’s voting rights and right to make proposals to his Commissioners and attempt to get them to acknowledge their understanding.

  • Two representatives from the Panhandle Region PET Committee will attend the 2010 Improvement Planning workshop (IPW) on December 8, 2009 in Lincoln – Nan Thornton and Jim Collins will attend. Attendance at the Training and Exercise Planning Workshop (TEPW) on January 27/28, 2010 (TBA) – Nan Thornton, Jerry Bretthauer, and Jim Collins will attend. (Open for Discussion)
