9.64.1 SYSTEM SUMMARY
Volusia County has a type 4, Enhanced 911 system consisting of (1) Primary 911 Public Safety Answering Point (PSAP) and (1) Back-Up 911 Public Safety Answering Point (PSAP). AT&T provides the E9-1-1 trunks and database maintenance while West Safety Services (formerly Intrado Systems Corp.) provides PSAP 911 equipment, software and equipment maintenance services.
AT&T has two tandems, Daytona Beach and Orlando Magnolia, for the delivery of 911 services within the county. Selective Routing is used to route calls to the Primary PSAP. The system includes Automatic Number Identification (ANI) and Automatic Location Identification (ALI). The PSAP’s have fixed transfer speed dialing and 10-digit manual transfer capabilities.
The contiguous counties to Volusia County are Flagler, Putnam, Lake, Seminole, Brevard and a very small portion of Orange.
9.64.1.1 VOLUSIA COUNTY SHERIFF’S OFFICE COMMUNICATIONS CENTER PRIMARY PSAP
The Volusia County Sheriff’s Office 911 Communications Center is a fully consolidated Police, Fire and EMS Primary Public Safety Answering Point for Volusia County and is located in Daytona Beach.
The communications center processes all 911 calls in Volusia County and dispatches for all Police, Fire and EMS first responders in the county to include the Volusia County Sheriff's Office, Volusia County Fire Services, Volusia County Beach Services and all municipalities. The communications center also makes notifications to the Volusia County Medical Examiner which covers Volusia and Seminole County.
All 911 Public Safety Telecommunicator’s are trained and certified to process police, fire and emergency medical service 911 and non-emergency calls to include providing medical pre-arrival instructions.
The Volusia County Sheriff’s Office Communications Center is comprised of approximately (150) 911 Public Safety Telecommunicator’s and Administrative Staff. The communications floor operates with (4) 12-Hour rotating shifts and a minimum of (30) 911 Public Safety Telecommunicator’s assigned to each shift. The 911 Public Safety Telecommunicator responsibilities are according to skill set for Supervisor, Assistant Supervisor, Certified Training Officer, Primary Law Dispatchers, Primary Fire / EMS Dispatchers, Admin Law Radio, Fire Tactical Channel, Admin Teletype, 911 Call Taker and Non-Emergency Call Taker.
9.64.1.4 VOLUSIA COUNTY SHERIFF’S OFFICE BACK-UP 911 COMMUNICATIONS CENTER PSAP
The Volusia County Sheriff’s Office 911 Communications Center Back-Up PSAP for Volusia County is located in Daytona Beach and is equipped with 20 call-taking/dispatch workstations.
9.64.2 SYSTEM MANAGEMENT
The Sheriff’s Office of Volusia County manages the E911 system through a 911 Coordinator as the Administrative Representative. The County Council of Volusia is the responsible fiscal agent. The Volusia County Sheriff’s Office E911 Section, Volusia County Sheriff’s Office Communications Training Section and Volusia County Sheriff’s Office Communications Center Administration are responsible for developing and maintaining Standard Operating Procedures.
9.64.3 INTERLOCAL AGREEMENTS
The Volusia County E911 system has selective routing thereby eliminating central office overlaps with adjoining counties. Therefore, there is no specific requirement for an inter-local agreement.
