The history of the Common European Framework of Reference for Languages (CEFR) is linked with the history of the Council of Europe (CoE). Founded after the Second World War, the CoE aims to protect human rights, the rule of law, and parliamentary democracy in its 47 Member States.
The CoE strives to advance mutual understanding between nation states, language education, communication and multilingualism which are central to its mission. In 1959, the CoE launched an initiative to support communicative language teaching in Europe. This project was to investigate the possibility of developing a pan-European unitcredit system that would allow language learners to document their foreign language qualifications in a modular way.
COMMON EUROPEAN FRAMEWORK OF REFERENCE FOR LANGUAGES: LEARNING, TEACHING, ASSESSMENT CEFR CHAPTERS (2018based on 2001)

CEFR (2001\2018) became the most widely used language proficiency framework worldwide. The CEFR is a framework, published by the Council of Europe in 2001, which describes language learners’ ability in terms of speaking, reading, listening and writing at six reference levels. These six levels are named as follows:

The aims of the CEFR The stated aims of the CEFR are to: ► promote and facilitate co-operation among educational institutions in different countries; ► provide a sound basis for the mutual recognition of language qualifications; ► assist learners, teachers, course designers, examining bodies and educational administrators to situate and co-ordinate their efforts.
